Haines in his first message to the
legislature asked that body to give
approval to the amendment to the fed-
eral constitution providing for the di-
rect election of United States senators.
He also urged the legislature to enact
laws requiring physical examination
before the Issuance of marriage cer-
tificates and the sterilization of degen-
erates. Declaring that high taxation was
preventing capitalists from investing
in Idaho enterprises and discouraging
settlers from coming to the state Gov.
Haines advocated retrenchment and
economy in state expenditures.
ILLINOIS DEADLOCKED
OVER SPEAKERSHIP OF HOUSE

of a deadlock over the election of a
speaker of the lower house faced the
state legislators when the general
assembly opened its regular session to-
day. None of the four political parties
in the house membership has sufficient
votes to control the election. The

SHOWN JUAREZ SIGHTS
When the produce dealers of Cali-
fornia arrive in El Paso on Sunday
next en route to New Orleans to at-
tend their convention they will be en-
tertained by produce dealers here and
the chamber of commerce. A street oar
will be stationed at the union station
and those in the party who desire to
go to Juarez will be taken there. An
effort will also be made to have auto-
mobiles to take the visitors around
town.

grafted on the leg of Ralph Kerl a

Snow wind nor weather do not stop
The Herald. Monday afternoon The
Herald automobile left the mailing de-
patment of The Herald building for its
trip through the Mesilla valley to Las
Cruces on scheduled time. No path had
been broken past the smelter and J.
L. Dunn the driver was forced to drive
through snow drifts which were six
feet deep in places along the Las Cru-
ces road. After sailing these uncharted
seas for 40 miles and delivering papers
along the route he arrived in Las Cru-
ces with The Herald at 6:45 Monday
evening only 15 minutes late and the
Las Cruces folks read their own daily
newspaper a3 sdon as the El Paso pa-
trons were reading theirs after dinner.
The snow was so heavy and the roads
so dark that driver Dunn was forced to
remain In Las Cruces all night Mon-
day. He started back Tuesday morn-
ing through the heavy snow and In
the biting wind. He arrived at The
Herald building at 3:15 Tuesday af-
ternoon and left at 3:45 with the Tues-
day evening edition of the Southwest s
