Belgian Chamber of Deputies Passes a
Favorable Bill.
Brussels, Aug. 21.—After several
months of bitter struggle, the cham-
ber of deputies yesterday adopted the
Congo annexation treaty by a vote of
83 to 55-and although this action prob-
ably insure the solution of the great
Congo problem, there still remains the
Important question of Belgium’s fi-
nancial responsibilities.
This action on the port of the cham-
ber had not be'en expected and at the
last moment nearly caused the col-
lapse of the cabinet.
The passage of the Congo treaty by
the chamber of deputies means that
the annexation of the state of Belgium
is now practically assured, as the sen-
ate and King Leopold are ready to en-
dorse' the bill. The personal rule of
King Leopold in Africa is now draw-
ing to a close—in thfe future he will
have nothing to d/5 with the state,
which is to be administered by Bel-
gium—and the hope, is widespread that
there will be an end of the atrocities
and maladministration in this part of
the wdrld, which has ■ for years past
been a subjectfof investigation and
bitter complaint by humanitarians all
©ver the world. Governments become
deeply interested in bringing about re-
forms in the Congo, and it became
known last year that Great Britain
and the United States had about de-
cided to interfere in the Congo admin-
istration unless the situation there im-
proved.

NOTICE OF MUNICIPAL BOND SALE
BY THE CITY OF GALVESTON.—
Sealed bids will be. received by the
Board of Commissioners of the City of
Galveston at the office-of the City Sec-
retary, Galveston, Tex., until 12 m.
'Sept. 30, 1908, ahd- opened at the first. ■
regular or special meeting of said
board thereafter, for the purchase -of!
one hundred thousand dollars ($100,-
000) of bonds of the'"City df/GalVestort, '
of the denomination of $'500 each, or
any part thereof, styled “Galveston"
Grading, Filling and Drainage Bonds.”
Said bonds bear Interest at four and
one-half per cent (4% per cent) an-
nually, payable semi-annually, and run
for a period of (40) years. The city
reserves the right, to select by lot»ana
redeem with the sinking fund of the
bonds any of them twenty (.20.) years
after July 1, 1908. Also $25,000 of the
bonds of said City of Galveston, of the
denomination of $1000 each, or of any
part thereof, styled “Galvpston Public
School Bonds,” bearing five per cent (5
per cent) interest annually, payable
semi-annually, and redeemable twenty
(20) years after July 1, 1908. Bids
should be made for each of said bond
issues separately, or for both of said
issues. Bidders are required to inclose
in their bids certified check in the sum
of one thousand dollars ($1600), pay-
able to the order of the City Treasurer,
to be forfeited to the City of GalvCston
in the event any bidder, whose bid is
accepted, shall fail to comply there-
with.. No bid will be considered unless
accompanied by such check. No bidder
will be permitted to withdraw his bid
after the same has been submitted. The
Board of Commissioners' reserves the
right to reject any . and all bids, or
to accept the proposal deemed by them
to be for the best interest of,.the city.

The Theatoriusn.
Intrest continues unabated at
Theatorium, although the end of
week is near. The present offering is
exceptionally strong, and many have
felt inclined to pay the theater a re-
turn visit.
Clenroy, Russell and Company are
making numerous friends during their
engagement here this week. They are
filling a popular demand and provide
an excellent bit of amusement.
Baldwin and Shea are in a class by
themselves in eccentric dancing and
comedy work. Their sketch and dia-
logue work is cleverly devised and al-
ways results in a stormy applause and
