master General Hitchcock has directed
postmasters throughout the country not
to accept for ^nailing parcels not wrap-
ped properly.
Complaints have been received by the
post office department from foreign
governments that “parcels” contained
in the mails from the United States
often are received in a damaged con-
dition because originally they were not
wrapped securely. The postal regula-
tions provide that “parcels not properly
wrapped must not be (accepted for mail-
ing.”

State Is Defendant in a Suit for Eleven
Thousand Dollars.

Austin, Tex., Sept. 8.—The state of
Texas, through the attorney general’s
department, defendant in the case in-
stituted by Mrs. E. R. Haldeman to re-
cover about $11,000 claimed to be due
the state of H. P. Haldeman, deceased,
yesterday afternoon filed its answer in
the Fifty-third District Court. The
state contends that, the plaintiff’s pe-
tition is insufficient and shows no
valid right to institute, file or main-
tain a suit against the defendant, that
the paragraph in the general appro-
bill giving the right to the
