LEGISLATURE-
(Continued from Page 1)
of the lawmakers are awaiting
messages from retiring Governor
Coke R. Stevenson and from Gover-
nor-Elect Beauford Jester, who
probably yill address a joint ses-
sion of house and senate op Janu-
ary 23. That’s a weefc from this
Thursday.
A But there are two measures plan-
ned for the opening week. One will
be an appropriation to pay the
expenses of the session. Another
will restore the right pf judges of
the higher courts to administer
Liberal terms, oaths. This is being done so Uiey
can officiate at the inauguration of
Jester and Shivers.
\ Retiring Goy/jj^or Steyepson ha«s
indicated that he will urge emerg-
ency legislation as outlined by a
bi-racial commission for the es-
tablishment of advanced courses
for Negroes in a Negro university.
The numerous weighty hills head-
ed for the
alongside them' 15 proposals to i
amend the state constitution.
According to custom the bills and
resolutions will all go into a basket
until the House organization is
completed. Then there will be a
drawing to give them house calendar
numbers. Measures proposed later
in the /sesaon will receive conse-
cutive numbers, as filed.
The major proposed constitutional
amendments include two by repre-
sentative Marshall Bell of San An-
tonio. One would prohibit a state
income tax. The other would pro-
hibit a closed shpp-
Other amendments would repeal
the 35 million dollar annual ceil-
ing on state grants of old age pen-
sions, repeal the poll tax law and
lower the voting age io lg years.
Still others will permit women to
serve on juries, reorganize state de-
partments, and prohibit the sale of
liquor.
