Rough Handling By Busy Solons

Daniel's plans to finance the state's
deficit have taken some rough
handling at the hands of the House.
Two bills expected to raise 27
million dollars, failed to get a tem-
porary approval and unless they
are called up again will be deal.
A third bill aimed at raising 17.7
million dollars has been amended
to the point where sponsors say
they may want to oppose it.
The Governor declined to com-
ment on the action of the House
after last night's session, lie said
he would issue a statement on-nis
future deficit financing plans later.

late yesterday was one to increase
the franchise tax on businesses
doing out of state trrrie. The
House refused to give it temporary
approval by a vote of 70 to 79.
Next up was the bill to authorize
the state to seize abandoned prop-
erty. This come to the floor just
about the time box lunches of
fried chicken were being distrib-
uted to the House members with
the compliments of lobbyists.
Five amendments were made to
the bill which would exempt hank
deposits made by persons in for-
eign countries, stop the Attorney
General's investigators from touch-
ing anything hut .lormant accounts
and would exempt savings accounts
where the banks do not make a
service charge but pay interest on
the money.
This is one of the most contro-
versial measures so far in the ses-
sion ar,l the Governor has said he
will call a special session if a bill
tc his liking is not passed.
The House, nevertheless, refused
temporary approval by a vote ol'
79 to 69. And before its opponents
could move to table the bill perm-
anently Speaker James Turman
called up the utilities tax bill lot-
consideration.
A sweeping set of regulations
aimed at putting tight clamps on
municipal land acquisitions has
been sent out for floor debate by
the House municipal and private
corporations committee.
The bill reported favorably by
the commitee is by Rep. Bill Dun-
gan of McKinney. A committee
amendment created a complete
substitute for Dungan's original
bill. But the content remains sub-
stantially the same.
The measure sets up extra-terri-
torial jurisdictions, or buffer zones,
arounl cities.
The zones, ranging in width from
one-half to five miles, would not
be annexed at one. But a city could
extend its health, safety and sani-
tation standards into he jurisdic-
tions if it so chose. No tax could
be levied by a city within its extra-
territorial jurisdiction.
The bill gives city governments
authority to designate any part of
the extra-territorial jurisdiction as
an industrial district and to con-
tract with he land owners in the
district not to annex the district
within five years.
Th Texas League of Women Vot-
ers has renewed its drive for a
general and complete revision of
the state's ancient and outmoded
constitution.
The president of the league, Mrs.
George C. Boiler of Galveston, sent
the results of the group's opinion
survey to Lt. Gov. Ben. Ramsey,
House Speaker James A. Turman
and all members of the legislature.

tory of your community. Most rail-
roads and utilities have industrial
departments and specialized re-
presentatives who s|>end their en-
tire time trying to locate prospects

the larger cities have created in-
dustrial development departments,
and most of the smaller banks
are very civic-minded and keep
in touch with the larger banks in
trying to build their community.
