To the Editor of The Tribune:
Dear Sir: About two years ago 1
noticed an article in The Tribune i
praising Hon John Sutherland, mayor
of Bay City. Texas, for the efficiency
shown by him as such mayor The
said article laid special stress on the
financial status of the city and more
particularly the municipal affairs,
setting forth the fact that the city
government was being run on a just,
fair and economic basis, without fear
or favor, Then followed a list of
some two hundred names of voters
and taxpayers, asking that Mayor
Sutherland remain at the h'ltn and
guide the municipal ship safely on
through the straits of adversity. After
reading the article in Question I felt
constrained to offer a suggestion that
1 believed of vital Importance to ev-
ery citizen of Bay City, especially the
taxpayers, and I now offer the same
suggestion, which Is this
I would suggest that, in accordance
witli Sec. 3. ordinance No I; Sec, No.
1, ordinance No. 35, of the revised
'code of the ordinances of Bay City,
the mayor authorize a finance com-
mittee to audit the books and ac-
counts of the city health officer, city
marshal, city attorney, in fact all par-
ties to whom are intrusted the collec-
tion and disbursement of all funds
belonging to the city. 1 further sug-
gest that beginning January 1st. 1914,
they should give the total amount of
the value of all property rendered for
taxation for the year 1911.
Second. The rate of taxation for
3100.00 valuation, and the total
amount of taxes collected.
Third. The various kinds of bonds,
when issued, by whom owned, the
rate of interest that they are draw-
ing and when they are duo and pay-
able.
Fourth. The amount paid to all of-
ficers as salaries, when and by whom
paid.
Fifth. The total value of the water-
works system. Including everything
connected with the water plant, ne-
cessary for maintaing thesamc.
Sixth. Total number of water users,
total number of meters in use. the
average number of gallons of water
used, and rate for same, total num-
ber of hydrants in use and the aver-
age monthly income for same.
Seventh. The total number of rail-
ways using city water, the average
number of gallons used per month,
ami the rate per 1000 gallons.
In fact, the report should set forth
the total amount of the -income and
of all expenses of running the city
government for the year 1911, and
should he published in The Tribune
tor two or more consecutive issues,
and beginning with the year 1914.

through Mayor Sutherland's
time in office which are appreciated
by the people and which will not be
forgotten
When he came into office the
streets, notably the main streets and
the public square were in a deplor-
able condition. The city was not able
to buy enough gravel and if it had
been, the plan the mayor mapped out
and followed would have saved the
city thousands of dollars. He stood
well with the railroads and knew It.
so getting th*5 ear of the officials of
the three roads he went after them
for a sufficient amount of gravel to
put the streets and square in good
shape and all the city liad to do was
to pay the freight and the expense of
putting the gravel on the streets. In
one instance he had to make a per-
sonal trip to Austin, secure the aid
and co-operation of the railroad com-
mission, the comptroller and attorney
general, all of whom he knew per-
sonally. His efforts, on this occa-
sion. as well as on others, were
signally successful and it is extreme-
ly doubtful as to whether any other
man in Bay City could have accom-
plished anything like it.
There are other things to he con-
sidered in Mayor Sutherland’s favor
in this four-cornered race for mayor.
Not only does he carefully devote his
time to the city’s welfare, in his offi-
cial capacity, but he is always, and
willingly, to the front on every pub-
lic enterprise and progress. No man
has ever gone to him in behalf of a
worthy cause and failed to "get him”
for as much, If not more, than anyone
else. It doesn't make any difference
whether he does these progressive
stunts in his own name or the name
of the company—he does them all the
fame and they answ’er the same pur-
pose.
Tn choosing the head executive of
this or any city not only qualification
should be considered, but the public-
spirltedness, the ability and the wil-
lingness of the one to be chosen
should be taken into
and weighed carefully,
of the city.

There ha* been considerable talk
lately as to the amount of salary
Mayor Sutherland wa* drawing a* su-
perintendent of the waterworks sys-
tem. In order that the public may
know just ho* the matter stands, the
following information I* furnished by
the records of the city:
First. The waterworks system was
installed during Mayor Sutherland's
! tenure in office in 1907-1908, and
j from the beginning was under the di-
rect supervision of Mr. Sutherland,
who served without pay. For the past
eighteen months Mr. Sutherland has
received 175.00 per month, prior to
which time he received 150.00 per
month. This salary is paid to him
as superintendent of the water *y«-
| tern and not as mayor. The mayor's
! office carries no salary witli it. In
i addition to being superintendent of
' the system. Mr. Sutherland keeps all
w’ater records, making monthly and
dally reports of all collections, and
issuing all water receipts.
- Under his supervision the water
system of the city has been put on
a paying basis, giving a net revenue
of about 3400.00 monthly, which after
all extensions are completed, >111 go
into the general revenue of the city
for street improvements.
The city has the services
33,000.00 a year man for less
31,000.00.

The regular weekly meeting of the
Priscillas was held with Mrs. W. H.
Plagermann as hostess at her home on
Avenue I yesterday afternoon from 3
until 6.
About twenty members of the club
were present, each having on hands
for immediate attention some pet
scheme of needlework in the way of
embroidery, chocheting, lace or just
any kind of sewing. The needles flew
with the rapidity of a shuttle and the
conversation, which was apparent
and animated at all times, did its best
to keep up. A vote would have given
the honors to the conversation.
Miss Merle Mohle, of Lockhart, one
of the guests, rendered a delightful
and pleasing Instrumental solo and
received many compliments from the
Priscillas, after which Mrs. Plager-
mann sang “Perfect Day,” i
turn the praise of her
guests.
At the close of the evening’s enter-
tainment refreshments, consisting of
chicken salad, potato chips, olives,
sandwiches, French coffee and cream,
were served.
Besides the members, Mrs. Plager-
mann had as her guests Mesdames Ed
Wolters of La Grange, E. L. Stoik- of
Wadsworth, Mrs. Ada Mohle of Lock-
hart, John Guynn, J. D. Roberts and
Carey Smith of Bay City.

TION OF FINAL ACCOUNT.

The third week of the District Court
convened Monday and the following
cases have been disposed of up to
this time:
State of Texas vs. Leo Morgan,
charged with fraudulently disposing
of mortgaged property; an Instructed
verdict was given the jury by the
judge; there being no valid mortgage
on the property in question, the de-
fendant was acquitted.
State of Texas vs. Blas Ramirez,
charged with the murder of Jose Her-
masillo in Bay City on March 29, 1914;
verdict of guilty and defendant was
assessed a term of five years in the
penitentiary.
State of Texas vs. Frank Duke,
charged with assault to murder; dis-
missed on one count and nlea of guilty
entered and suspended
granted on the second.
State of Texas vs. Johnnie Powell,
theft of a horse; verdict of guilty and
defendant was given two years.
State of Texas vs. Jim Thomas,
charged with assault with intent to
murder; verdict of guilty was found
hy the jury and suspended sentence
granted.
The six eases of forgery against
J. C. Horn, a former foreman of a
railroad gang employed hy the
Brownsville Ry., were dismissed, a
verdict of not guilty having been re-
turned by the jury.
State of Texas vs. Will Espy, forg-
ery; verdict of guilty and punishment
assessed at two years in the peniten-
tiary.
State of Texas vs. J. A.
charged with murder; esse set
trial Friday.
State of Texas vs. Alice
murder; on trial.
