precaution against the kind of disaster which a
brown-out or black-out could produce for local
business, local industry, and local residences
dependent on city power production. The city
power plant, with all of its engines in operation,
was perilously close to peak productive capacity a
few days ago, and, as one city employee observed,
"we haven't got the schools on the line yet."
Well, we've got the schools on the line now...or
will have in a few days...and even if we manage
that load, there's no room left for any further
expansion.
We hope that Canadian's growth isn't going to
stop right now, and we surely don't want to see it
halted by a shortage of electric power.
Nor do we see any short range...or
long-range...solution in voting more bonds to add
more engines to what, with all respect to the

efficient people who operate it, cannot be an
economically-efficient means of producing
electricity for our growing needs.
We propose to the City Council that, rather
than pursuing bond issues which can only
complicate our problem without alleviating it, we
begin immediate and urgent negotions with
private producers of electric power who might be
interested in extending their lines into our city
and taking over our distribution system. Cana-
dian, with its sound and growing economy, ought
to be an attractive market for the private sector.
Let's give it a chance...and work to get our local
government out of the private business sector
with at least as much fervor as many of us expend
in demanding that our federal government get out
of private business. In short, if we believe what
we preach, let's practice it at home.

reports that his office conducted 53 audits during July, and collected
an average of $73 for each audit hour. If the cost of the actual
man-hours involved, on the part of the state and on the part of the
private businesses which were being audited, were put into that
computation, the rate of return might be mighty unimpressive.
But that's hardly the point. The point is that this sort of
nit-picking by government agency, this sort of harassment of
private citizens for mighty small cause, and the probable violation of
Constitutional rights by the almighty State, is likely to be
counter-productive in the long run if for no other reason than its
destructiveness of cooperative relations between the State and a lot
of us conscientious citizens who've been forced into the role of
involuntary and un-paid tax collectors.
