The test to g<-t a license in Texas is one of the most
rigid in America. The ’)epartment of Public Safety. points j
with pride to that. Perhaps its rigidity, is a virtue, in that
the obviously unfit are weeded out in the beginning.
But 90 per cent of the fatal accidents are caused by
drivers perfectly acquainted with rules and automobile op: r-
ation. The only way to check them is by court action and
by yanking their licenses. Their frailties are recklessness
and cussedness, and no license test can stop them. Neither
can it stop the drunk.
