Questions and Answers
If anyone- has any questions
about the proposed ntew lake and
water system, the News will en-
deavor to obtain the answer-s Be-
low are a few questions that have
been asked:
Question As long as the bonds
and interest oan never be paid
out of property tax, why does one
have to be a property taxpayer
in order to vote’
Answei The state law reads
as follows under the heading of
“To vote in citv elections:” “in
all elections to determine the ex
penditure of money or. assump
tion of debt, or issuance of bonds,
only those shall be qualified to
vote who own taxable property
in the city or town where such
election is held and who have
duly rendered the same for tax-
ation.”
Several have asked the ques-
tion What is the difference be-
tween a tax bond and a revenue
bond’
Answer: A tax bond is where
the. money to pay the principal
and interest of the bond is raised
by a tax on real estate and per-
sonal property. A revenue bond
is one paid entirely out of reve-
nue from pfiblic utilities.
Question: The water we get
now does very little good in
making things grow. Will this be
changed if the. voters favor the
new lake?
Answer: The present Water that
comes from wells is hard while
the new lake would supply
enough soft water it would not
be necessary to add well water
to the supply . The new supply of
water will be pure, soft water
Question: I am confused about
payment of the proposed bonds.
Can the city pay for them out
of utility revenues’
Answer: One answer to your
question is the fact that the city
has spent over one hundred, thou-
sand dollars drilling new wells
and equipping them with pumps
in order to supply the city with
rtst-minimum water requirements,
tn addition the wells are ex-
pensive to keep up. Hus expense
will be eliminated if the proposed
lake is voted and the new lake
