gal limit at the time and the sole re-

For seyeral years after its construe
tioin the amount invested paid no re-
turns. It repr tiled so much apparent-
ly dead capital. Additions and altera-
tions wen* necessary. These were ex-
pensive ami for a tinu tin* invest-
ment from a financial standpoint was
one of doubtful value. But ihc builders
felt that they were full) r. paid by the
advantage which aeeru d to Brovy ns-
ville by the mere fa t of possessing
such a highly nc essary. and really in-
dispensable. public utility. The exp ri-
incntal stage passed the system be
gun to pay returns on the investment
first four per cent pel* annum then
jumping to eight per < tit The present
year it lias paid two dividends one of
four per cent last January and one of
five per cent this month Thus the
sewerage system lias become at last
a fairly remunerative institution. It
the rates were reduced to the ycry low
rates charged in some titos. the ele-
ment of profit of course would ya-
nish. The only solution of the ques-
tion—to give the pat rolls as low a rate
as those paid in the cities cited by Dr.

tion of whether the city now has the
bonding capacity requisit* for the is

the system. It U a fact that- at the
time of granting the franchise to the
present sewerage company it \yas

ugivcuictit that the cit\ would take
over the system a> soon as it was
financially aide !«• do so. paying ;i -tv
for the amount y\hi li the investment
should cost the company plus eight
per cent as interest on the amount of
capital invested. Thus the city is in
a sense obligated to purchase the
plant- as soou as this can be done and
by the sam to! en t' • s- yveragi com-
pany also is obligat'd to sell its hold
ings to the city whenever tin* latter i>
ready to effect the purchase.
The question then resolves itself
apparently into one of the taxable
values and relative bonding capacity
of the city. If our taxable values shall
be sufficient to warrant the addition
of a bonded indebtedness large enough
to pay for the sewer plant the pit
s. nt year there appears no good rea-
son why the transaction should not be
effected without loss of time.
Meanwhile as a measure of relief
to the people who find it ineonv. uient
to pay the heavy initial expens- of
making connections with the sewor
plant and installing the necessary fix

It can not be denied that tin* people of
Brownsville eomplain ioudly of tin*
exaetioiis of the plumber*. whose work
not only is costly but too often in* 1
fieient. Then* is eomplaint also of the
fact that in addition to the charge
of as the minimum for the sewer
service the patrons must pay the city
also for the water consumed in flush-
ing the connections. This makes the
service a double tax upon our people
and. when hi addition t<» tins cost the*
householders must be victimized b\ in
competent ami shoddy work on the
part of the plumbers it mud be ac-
knowledged that they In*v • - grounds
for eomplaint.
