1 Wetter relations between the United
States and Japan was advocated here
by Hr. A I.. Dean president of the I t •
versity of Hawaii at a public hearing
held by the territorial house educational
committee on alien language school mea-
sures which have Ween introduced into
the legislature.
One of the Wills would .arry into ef-
fect the recent order of the hoard of
j education providing that no chib! m»\
i attend an al cn language school until
1 after he completes successfully the first
two grades in an American public
j school. The other Will imposes an anual
tax of $1 upon all pupils of alien lan-
guage schools the proceeds to We used
| in defraying the expenses of inspec-
tions of stich school* by the tvrritor al
government.
Dr. Dean’s statement came after the
presentation of argument against both
hills by Joseph Light foot former deputy
territorial attorney general. and Judge
S <*. Huber former United State: d’s
triot attorney who are acting a* coun-
sel for the Japanese language school*.
Lightfoot. in h s argument designat-
ed as "Jap baiters” the members of an
inter-racial committee who had been
appointed to outline course* of study
and text hook- for al’cn. schools. Dr
Dean cba’rman of the inter-racial com-
mittee. answered this t*v declaring that
13 members of the jo nt committee were
Japanese.
Lightfoot reviewed the history of

there ata1 now 1 IV of the so institution

pi’s. He .a d that the t»i!I aimed at the
elimination «>f the chools and not their
regulation ii< pleaded against what he
characterized a “class legislation ’ and
said that enactment of the hills would
deprive the Japanese of treaty and con-
stitutional rights.
Judge Huber urged a liberal attitude
toward the language school* pointing
out that litigation is pending before
the supreme court of the United State-
and the territory! fe ting tin- rights of
such school.'. He asked that legislative
action be delayed un'il these cases were
settled.
!>r. IVm aid that the problem wa
not a motion of teaching the Japane e
children to « < ak *he language of their
parent* hut of teaching American to
speak Japanese - ince practically all the
pupil- of the alien school* are Amcr:
ran citizen*. He -a d that the inter-ra-
cial committee did not aim at the a bo I. -
tion ef the schools but that it did de-
sire to limit their activities and that
under the r.t-w program all of the work
of the schools could ho done in six
year* instead of eight.
He declared that one of the strongest
arguments against the alien schools was
that few children could master two lan-
guage- at > he same time and that
since the children horn of alien parent
were to he future citizens of the Uni-
ted States it wax de irahle that they le
aide to use effectively the medium df
expression of their couptrv. He denied
the eommiitee was actual d hy a spirit
