respectively. The said ordinances respective-
ly make provisions for levying and. collect-
ing annually a sufficient tax to pay the in-
terest on said bonds as it accrues and to
pio-vide at least two (2) per cent as a
sinking fund for their redemption.
The said ordinances also provide that they
shalL severally take effect and be in force
when they have been ratified by a majority
roe of the Qualified voters of said city who
are ad valorem tax payers of said city vot-
ing at an election held to determine whether
or not such bonds shall be issued and that
unless a majority of said qualified tax pay-
ing voters voting at said election shall vote
in favor of the proposition for their issuance
then the said bonds shall not be Issued but
on the contrary if the proposition for the
issuance of said bonds respectie!y. shall be
Mjstained by a majority of the said qualified
tax paying voters voting at said election.

sary of McGovern's downfall vhich

not a great fighter was the man who
spilled the beans for Terrv. And he

Boston and other cities on that Thanks-

contest to start had arrived the Col-
orado boy went to Terry's dressing
room pounded on the door and shout-

your medicine." McGovern was aroused
to wild furv and the second the bell
rang he flung himself across the ring.
Corbett was cool and deliberate but
McGovern forced the fighting and that
first round had the concentrated es-
sence of a hundred rounds in it. Mc-
Govern was knocked down in the first
chapter and in the second Corbett put
over his right and Terry went down
again. When he was dragged to his
corner he was an ex-champion.
TODAY IV rCGILISTIC ANNALS.
It was twenty-four years ago today
that Alec Greggains and "Buffalo" Cos-
tello fought their memorable eighty-
round battle in San Francisco. The re-
sult was a draw and the metl fought
again a few months later with the
same result after 50 rounds of bat-
tling. Greggains. who was over six
feet in height was one of the best
middleweights of his period and since
retiring from the ring has been prom-
inent as a referee and trainer of fight-
ers. Costello who died a few years
ago was one of the most durable ring
warriors of the period. He took part in
many long and ferocious contests with
and without gloves including a bat-
tle with Frank Slavm in Australia
which was declared a draw after two
hours and a half of fighting. For
years Costello was a well known figure
along Broadway. New York and he
was one of the swaggerest dressers on
that famed thoroughfare. In his lat-
ter years he was reduced to the ex-
tremes of poverty and it is said that
lack of sufficient food hastened his
death.

a City End nee r. and such other officers and
agtnts as hv ordinance shall be made elective
bv the City Council: provided that when-
ever in the tudgment of the Citv Council
the public Interest will be subserved thero-

of taxes mav be divided and thereafter ther

Everv person elected to office bv the City
Council or annolnted bv the Ma$or. shall

deemed vacant and the City Council or the
Mavnr as the case may be. shall proceed
to fill the same bv a new election or ap-

sician the members of the board of health
and such other officers and a rents of the
city an by this act or bv ordinance may be
erdatned to be appointed bv the Mavor. He
shall have authority at will to suspend
without nay or remove any officer or axent
a r pointed bv him and If reauested by any
pel son so removed he shall file his reasons
therefor with the city clerk for the Inspec-
tion of the public.
In addition thereto the Mat or shall have
the richt to suspend from office for not
more than thirty 130) days with or without
pay. any officer or agent of the citv.

aldermen but In all such cases he shall
suspend bv written order which shall be
forthwith filed with the citv clerk and
shall be presented to the Citv Council at

this amendment goes into effect or as soon
thereafter aa practicable the Mavor with
the approval of the City Councit shall ap-
point three civil wrvice commissioners who
shall serve without compensation: their
term of office shall be for a period of two
years provided commissioners first appoint-
ed after this amendment goes into effect
shall hold as follows: One shall srve for
c period of one vear and the other two for
two years their terms to be decided bv lot
Immediately after they shall have Qualified-
that thereafter the Mayor with the
acrroval of the City Councit shall fill the
vacancy or vacancies caused by the expira-
tion of the terra or terms of such retiring
commissioner or commissioners.

bv death resignation or otherwise shall be
filled by the Mayor with the approval uf
the Citv Councit for the unexpired term of
och retirinr commissioner.
Section 10b. Tne civil service oom mis-
sion shall make such rules and regulations
for the proper conduct of its business as
it shall find necessary and expedient with
full authority to enforce the attendance of
wttnesse- and giving of testimony at Its
hearing and shall have the right &nd au-
thority to cmolov a secretary to said com-
mission who shall be paid by the city at
a salary Tived bv the Citv Councit and whose
duties shall be determined bv said com-
mission. The said commission amonc other thlnca
shall provide for the classification of the
employes of the fire and police departments
of the City ot El Paso eligible to civil serv-
ice: said commission shall also make such
provisions as It shall deem expedient for
competitive and free examination as to th
fitness in regard to said classified service
for the eligible list from which vacancies
shall be filled for a period of not less than
twel to months -elation before being placed
upon the classified list of appointees and
employes and after being placed on said
classified list anv probation must be based
on merit experience and record.
Emploves of the police and fire depart-
ments of the dtv of El Paso who mav at
the tim- of the rdrotlon of this article have
been in actual service ot said dtv for as
much as one year shall retain their re-
spective positions and be placed on the
classified list bv said commission
Section 10c. Anv emploves of the civil
service department of the City of CI Paso
mav be suspended by the Mayor or Imme-
diate "head of the department under which
be is employed and thereupon his salary
shall cease: the officer making the order
of suspension shall forthwith fUe with tlr
civil service commission a statement of tho
suspension and his reasons therefor: within
ten davs after such suspension the employe
so suspended may if he desires file an ap-
real with said commission who shall hold
an inquiry within ten dars thereafter and
said commission shal1 make a decision with-
in ten davs after the hearing as to whether
or not the employe shall be perraan n
dismissed from the service of ths dtv or re-
instated In his employment. All such bear-
ings shall be public and conducted under
such rules and regulations as the commis-
sion shall make. The decision of the com-
mission shalL be finat In order to perfect
the appeal as hereinbefore provided it shall
onlv be necessary for said suspended em-
ploye to tile a written statement showing
in what department he was employed when
and for what he was suspended and a state-
ment by him denying the truth of the mat-
ters charged in the statement of the officer
so suspending him and that he desires an
appeal from the decision of said suspend-
ing officer which statement shall be signed

raliMon without a vote and onlv In an ad-
visory capacity. It being the Intention to

termine who shall compose the employes or
the fire and police departments of the City

Section let As to officers and employes
of the citv not placed under this commis-
sion the present charter shall remain in full
force and effect as to such appointment re-
moval etc- unlese amended at this or some
subseouent election.

faction for all services required of him un-
der the charter and ordinances of the citv
and shall devote all of his time to the serv-
ices of the dtv each alderman shall re-
ceive a salary of $2406.00 per annum pay-
able in monthly install---- la full satis-
faction for all services required of htm un-

exclusively to the scivtee of the city each.
