Paso Wednesday. This assures abun-
dance of water for the Alamo and
Pecos valleys on each sMe of the Sac-
ramento mountains he said.
Mr. Bailey left Cloudcroft by auto
for EI Paso via Alamogordo passing
throueh tbe latter city at X n. zn. and
arriving in El Paso at 7 p. m. He
stated that the new road from Alamo-
gordo to El Paso is like a boulevard
and allows of twice the speed formerly
made on the old road.

branches of the legislature to the joint
resolution proposing an amendment
to the homestead provision of the
state constitution and. from present
indications tne resolution may be de-
feated. When the proposed amend-
ment was introduced in the senate by
senator Caldwell of Travis county an
effort was made to have It passed to
third reading but senator Page of
Bastrop and others objected to taking
immediate action on the measure and.
by a vote of 13 to 10. it was referred
to the senate committee on constitu-
tional amendments. It requires 21 af-
firmative votes In the senate for its
adoption.
The resolution In the house was also
given consideration by the house com-
mittee on constitutional amendments
and the opposition was so marked
that It was laid on the table subject
to call A caucus of house members
was then called and 39 responded and
decided that they will contest any at-
tempt made to tamper with the home-
stead laws of Texas.
Kljrht on Constitutional Convention.
While the house committee on con-
stitutional amendments made a favor-
able report on the Tilliotson joint
resolution calling for a constitutional
convention there was a minority ad-
verse report and when the report Is
considered in the house an effort will
be made to adopt the minority instead
of the majority report. The senate
has not taken any action as yet on
this proposition but will await the
disposition of toe resolution n the
lower branch.
Would Teach Military In Schools.
Teaching of United States infantry
drill tactics in the schools of Texas
as a part of the regular course. Is
urged by senator Dayton in a bill be
has introduced In the senate and ap
plies to all male pupils of 12 years of
age or over; three hours each week to
be devoted to drilling this training
to oegin wttn tne school term of 1919.
The bill includes such training in the
University of Texas the agricultural
and mecnanicai college and tne voca
tional and normal schools.
Senator Buchanan of Belt has In-
troduced a bill in the senate remov-
ing the limitations on pipeline com-
panies as to the size of pipes to be
laid while senator Caldwell has sub
mitted a measure amending the tick
eradication law so that Lampasas
Burnet San Saba and Mills counties
shall be placed in zone No. 2 instead
or zone o. L
Joint Resoldtlona Taken Up.
The joint resolution by representa-
tive Terrell of Cherokee proposing
an amendment to the constitution pro-
viding for a graduated land tax was
given a favorable report by the house
committee on constitutional amend'
ments. and referred to a subcommittee
the joint resolution by Terrell reduc-
ing the membership of the house to
?3 members and fixing their salaries

Seventy-eight members in the
house have signed tbe house bill to
abolish the state highway department
and place the department under tbe
jurisdiction of the railroad commis
sion as a bureau. This bill was re
ported favorably by the house com
mittee on roads bridges and ferries.

Hobby has transmitted to the legis-
lature a message in which he recom-
mends the enactment of a great deal
of legislation. Including the follow-
ing: Appropriation of 50H6 so that
every school district may have nine
months' school.
Consolidation of small and weak
school districts so far as road condi-
tions will allow.
A constitutional amendment more
clearly defining the status and mak-
ing provision in the organic law for
the University of Texas the Agri-
cultural and Mechanical college the
College of Industrial Arts and the
state normals.
A bond issue of $lOO00.tO for a
permanent endowment for these in-
stitutions. A Mist Home Makers.
A constitutional amendment so that
the state may lend or give its credit

who are the heads of families and
identified with the citizenship of this
state to acquire homes under such
limitations as the legislature may

Relief for Drouth Area.
Reenactment of the act passed by
the 25th legislature to provide aid
for the drouth stricken area. Rains
have fallen but relief Is needed until

statute remove inequalities that exist
in assessed values in the various
counties.

ing at least to recommend measures

per cent on the production of oil

levied by other states and not as high
as that levied by some of the states.
Such a tax would have yielded the

duction of last year and the produc-

day passed finally the senate state-
wide antipool hall bill by Floyd and
others. The bill puts out of business
all public pool halls and billiard halls
In Texas after May I 1919. should
the house pass the measure. An ef-
fort was made by Senator Carloek to
have the date for putting the act
Into effect changed to September 1.
but this amendment waa defeated by
a vote of 12 to 16. This bill does not
apply to private clubs but only to
pool and billiard halls where fees are
charged.

The senate statewide prohibition
submission resolution was called up
in the senate today by Senator Dean
and passed to third reading aad it
will be finally adof ted tomorrow. The
senate yesterday adopted the house
resolution on the same snbject but
minor errors were found therein and
today's action was taken In order that
there may be no delay in disposing of
this proposition.

Senator Buchanan of Bell obtained
the final passage of his bill making it
unlawful to place the name of an il-
legitimate person on an official bal-
lot or to certify the name of each a
person as the party nominee.

the provinces on tbe left bank of
the Rhine has caused much comment
and discussion. The civilian authori-
ties Insist his views must be consid-
ered apart from the political aspect
and purely a military Idea. Some
French officials claim tbe retention
of these provinces necessary In order
to prevent any sudden invasion by
Germany In the future.
It is also argued that the Rhine
should be neutralised in order to en
able residents of Alsace Lorraine to
have access to the sea
France Want Only Security.
Tbe truth is those who believe the
retention of the left provinces of the
Rhine unnecessary point out that de-
velopment of airplanes with aerial
torpedoes removes advantages of the
socalled strategic frontier. In fair-
ness to the French it must be said
that France has presented no forma!
claim as yet and the French point of
view Is uncrystallsed thus far among
her officials. It Is certain that they
will give serious consideration to the
possible misunderstanding which
might arise from such a claim un-
less convincing evidence is exhibited
of the necessity- for military reasons.
On the other hand if the league of
nations Is going to guarantee the se-
curity of France bv economic advan-
tages of France over Germany bv
keeping the latter tn military and
naval impotence the necessity for
more territory would d ! sap pear.
Prominent French officials tell me
France Is Interested only !n her se-
curity and Is ss anTlons as any orher
nation to reduce the expense 'nvolved
in keeping larare armaments and to
enable her population to return to
peaceful pursuits.
The key to the territorial ques-
