DRIVE SWINGS
NEAR HAVANA
HAVANA. Aug. 12-43*— The
revolutionary movement swung
back towards Havana today as the
insurgents turned their efforts to
the destruction of natural resources.
The police said a group of rebels
had attempted to blow up the water
reservoir at Regia just across the
bay from the capital but were sur-
prised and driven off by loyalist
soldiers.
Vandalism Attempted
Another band was said to have
tried to fire the storage tank of
the Shell Oil Company in the
suburb of Luyano but fled under
the hall of police bullets.
Government offices confirmed
idispatches from Pinar del Rio
province saying 14 rebels were kill-
ed and 19 wounded in sharp en-
gagements last night with armv
forces
In the Los Palacios section it
was said a detachment under Cap-
tain Rodolfo Chipi surprised rebels
and slew four among them. Gen-
eral Francisco Peraza. 83-year old
veteran of three former revolutions.

of fre without casualties was re-
ported near Cruces in Santa Clara
The rebels reported that a band
of 30 supporters had invaded the
city of Santa Clara Monday night
killed 30 federals and taken 25
prisoners before retiring under fire.
They also took over Vueltas and
burned the municipal and other
buildings.
Reports filtering in from the
Interior said both sides had been
victorious in clashes L. a half dozen
localities. Government troops were
•aid to have taken 14 prisoners in
•kirmishes at Ranchuelo. Vinas and
fiancti Spiritus. They captured six
rebels at Arabos but suffered three
wounded
Insurgents cut telephone and
telegraph lines at Guinea it was
•aid. and carried off two prisoners.
They captured the lit»le town of

Former Pres. Menocal reputed
brains of the uprising was still
sought by the government and re-
ports persisted that he had landed
either in Oriente province or on the
north coast intending to marshall
his forces for a decisive onslaught.
Oppositionist headquarters re-
ported that four of the govern-
ment's airplane pilots had gone
ovc to the revolution and that
seven others were under arrest be-
cause of their sympathies.
Havana itself was quiet but tense
and awaiting news of progress of
the revolt. Oriente province like-
wise was calm but soldiers were
held tn barracks. General Alberto
Herrera army chief of staff said
the situation was under control.
Cuba has an army of about 17.000
men divided into nine army corps
each corp being charged with the
defense of a province with the ex-
ception of Havana where three
army corps are situated.
The air forces comprise 15 mili-
tary planes and ten school ships
all commanded by Col. Julio San-
gut lly.
The navy has two old gunboats
mounting light guns One of these
ships the Patria. is a school ship:

ON RATE HIKE
WASHINGTON. Aug 12. UPb-'The
interstate commerce commission is
expected to conclude hearings and
arguments on te railroads’ applica-
tion tor a 15 per cent freight rate
increase in time to hand down a
decision by late October.
By holding hearings in various
sections of the country the com-
mission is expediting proceedings.
Pinal hearings are to open in Chi-
cago. Aug. 31. and are expected to
consume about three weeks. About
ten days of argument are to be heard
by the full commission here before
the study looking to a decision is
undertaken.
Meanwhile the carriers plan to
answer within a few days the de-
mand of western railroad commis-
sion representatives that the tom-
mission dismiss the increase appli-
cation on the ground that the fed-
eral agency Is without authority
to act under the railroads’ pleading
: The carriers asked for the rate r3ise
under the fair return section of the
interstate commerce act.

the provisions of said act. entered
its f ndings that said dis;
should be established with the
above and foregoing metes and
bounds and that said district is
feasible and practicable and need-
ed. and would be a public benefit
and a public utility and a benefit
to the properties included therein
and that a tax of not exceeding
five cents on the one hundred dol-
lars valuation of the properties
within said district should be an-
nually lev.ed assessed and collect-
ed. and found that an election
should be held within the metes
and bounds of said district all as
provided in said act. and adjourn-
ed until this the 1st day of Aug-
ust. A. D. 1931; now therefore

Rio Grande Water Conservation
District of Texas that an election
be held in the metes and bounds
of said district and within its ter-
ritory and limits on the 3rd day
of September A. D 1931. at which

Said election shall be conducted
in accordance with the General
Election Laws of the State of Tex-
as. except as herein otherwise pro-
1 vided None but resident property tax
payers who are qualified to vote
under the laws of the state shall
be entitled to vote. The voting
precincts for such election shall
be those previously established by
th - Commissioners' Court of the
respective counties in which such
voting prec nets lie and the offi-
cers of election shall be those ap-
pointed at the prece«d:ng Febru-
ary term jy the Commissioners'
Courts of the respective counties in
which such precincts Ir.
The presid r»g officers of election
shall return the ballot boxes in to
the County Clerks of the respective
counties in which such voting pre-
cincts lie. and shall make returns
of election as follows: One copy
shall be delivered to the president
of the board of directors of the dis-
trict. one copy shall be delivered
to the secretary of the board of
directors and one copy shall be re-
tained by such presiding officer.
LEGAL ADVERTISEMENT
If any voting precinct extend be-
yond the boundaries of the district
the presiding officer shall require
every person offering to vote at
such election to subscribe the fal-
lowing oath:
T do solemnly swear or affirm
that I am a qualified voter under
the lam soft he State of Texas and
that I am a resident property tax
payer of Lower Rio Grade Water
Conservation District of Texas and
did not acquire such property prior
to this election for the purpose of
voting but I am s bona fide prop-
erty tax payer.**
The board of directors shall give
notice of such election by posting
in four places in such district one
within each of the Counties of
Cameron. Hidalgo Starr and Wil-
lacy. and one at the court house
door of each of ‘aid counties for
at least twenty days previous to
the date of such election which
notice shall contain a copy of this
order and said notice shall also
be published once each week for
four consecutive weeks in some
newspaper published within the
lands lying in said distrtct in each of
said counties and if the lands In
any one of said counties lying
within said district shall not bars
a newspaper of general circulation
then In some newspaper of gener-
a! circulation published nearest to
rueh lands Said notice shall be
signed by the president and at-
tested bv the secretary of the dis-
trict
