Sir: We, your Committee of the
Whole, to whom was referred
S. B. No. 5, A bill to be entitled
"An Act providing for the issuance
of State relief bonds to be designated
as Texas Relief Bonds, Third Series,
in the sum of nine million five hun-
dred thousand dollars ($9,500,000)
under Section 51-a, Article 3 of the
Constitution of the State of Texas;
providing for the sources of revenue
from which said bonds shall be paid
and their denominations, date, ma-
turities, interest rate, and date of
payment of interest, place of pay-
ment, exempting same from taxation,
etc., and declaring an emergency."
Have had the same under consid-
eration, and I am instructed to re-
port it back to the Senate with the
recommendation that it do pass, with
committee amendments, and be not
printed.

Section 16. The Texas Relief Com-
mission is hereby authorized to use
not more than five per cent (5 %) or
so much thereof as may be necessary
of the proceeds of the Texas Relief
Bonds, Third Series, for the payment
of hospital services; and said funds
shall be apportioned to the various
counties of the State according to
actual needs of said counties for hos-
pital services. Claims for said hos-
pital services to be filed with the
Texas Relief Commission on proper
forms prepared by said Commission,attested by affidavit of claimee, ap-
proved by the county director and
chairman of the county board. Such
allocation of funds shall be made by
and through the Texas Relief Com-
mission and not out of funds allo-
cated to the various counties; pro-
vided, however, that the amount au-
thorized to be expended for such pur-
poses shall not exceed two dollars
and fifty cents ($2.50) per day per
patient. Such hospitalization shall
be authorized only in emergency
cases where special care is essential
to the preservance of life and health,
and same cannot be otherwise ade-
quately administered. In cases where
patients needing hospital attention
are not on the relief rolls, such per-
son or persons shall be entitled to
hospital attention upon satisfactory
proof and recommendation of the ad-
visory board to the administrator
that such person is unable to secure
hospital attention otherwise.
Committee Amendment No. 1.
Amend S. B. No. 5, Section 1, Sub-
section D, to read as follows:
"That they shall bear interest at
the rate of not to exceed 4% per
annum," and by striking out the fol-
lowing words:
"They shall bear interest at the
rate of 4 % % per annum."
Committee Amendment No. 2.
Amend S. B. No. 5, Section 16, line
17, by striking out the words "surgi-
cal or medical" and inserting in lieu
thereof the words "hospital atten-
