bulent Southwest used to carry two
six-shooters instead of only one was
explained to Billie Dove. Paramount

of a notorious outlaw band, who ter-

der of the time at the rate per month
determined by actual cost of main
tenance
Where transfers have been made
for high school purposes from one-
teacher schools, eligible to receive
State aid, the State has paid the ful
tion after the transfer funds were
exhausted in other cases of high
school transfers the county boards of
trustees have arranged for the extra
tuition to be paid by the home dis
trict : and In still others, the burden
of paying the tuition has fallen upon
the parent.

cate that the State available school
fund was Intended to lie used to sup
port an elementary school system as
evidenced by the following:
(1) The Constitution requires the
State to furnish a free school term
of six months and authorizes the Leg
islature to provide for the formation
of school districts which may vote
a maintenance tax for the further
support of the public schools.
(2) The statute enumerates the
studies which are re qufred to be

Teachers' institutes will lie held
again this year as usual. The 39th
Legislature diil not change their stat-
us. All programs of institutes will
be required to include a discussion of
Volume S of tile Report of the Edu-
cational Survey Commission, and it is
strongly advised that one period each
day be assigned to this discussion.
Tlie Texas Outlook has rendered an
excellent service by reprinting, in in-
stallments. the entire volume The
Survey has cost tile State $60,000 and
certainly teachers should be intense-
ly interested in its findings. Bills
and constitutional amendments, based
upon the report, will be prepared by
the Survey Commission, and submit-
ted to tlie 40th Legislature Sets of
eight volumes, comprising tlie entire
report, will lie sent to each member
of the 39th Legislature, to the office
of each county superintendent, and to
the office of each superintendent of
Independent districts having mere
than 500 scholastics. While tile re
ports will be sent out from tlie De-
partment of Education, the mailing
list for same is furnished by the Sur-
vey Com mission.
School District Bunds.
The permanent school fund on this
date has $713,000 uninvested. School
Districts have voted bonds with rate
of interest 5% and 6 per cent, and
the bonds have brought a premium
on tlie market. It is probable that
the Stale Board of Education will re-
fuse to grant waivers and meet the
competition in order to keep the
school funds invested. It appears at
this time that the State Board of Ed-
ucation will be able to purchase all
school district issues of less than $20,"

ness of the district does not exceed
