Gentlemen:
We have received a copy of Atlantic Cotton Association's letter of June 2,
addressed to Under Secretary of Agriculture Murphy, A3CS Administrator
Horace D. Godfrey, and Director Joseph A. Moss, :f the USDA cotton Policy
staff, which indicates that copies were sent to you.
.ur response to that letter i: d irected to you because all of the informa-
tion set forth below (and much more) was presented to those Department officials
in our annual conference with them on April Z6; and has been considered by them
in the fixing of rates and charges for application to CCC cotton and the formulation
of the terms and provisions of storage contracts and regulations governing the
handling of Gi.controlled cotton in the corning year.
The Atlantic Cotton Association letter appears to be based on several
misconceptions of the facts, of the law, and of good morals.
ACA appears to be under the impression that some "trade" was made
whereby the Department agreed to permit published tariff storage rates to apply to
government-loan cotton which is redeemed from the loan, in exchange for accept-
ance by the warehousemen of even further reduced storage rates on government-
owned cotton and continuation of exiting rates on government-loan cotton which
i.s later acquired by (A.. No uch trade was mane or di cussed. It is true that
the warehouse industry representatives strongly urged (as they have always felt)
that the warehousemen', published tariff rates should apply to cotton pledged as,
