The director of the Texas
Aeronautics Commission to-
day said the state should
place a one cent per gallon
tax on all aviation fuels.
Currently, all aviation fuel
is sold tax-free in Texas.
C.A. Wilkins, testifying
before the House Transporta-
tion Subcommittee on Ap-
propriative Matters, said the
tax would raise a needed $4
million in fiscal 1982. The
money would be used for im-

state’s 250 airports.
"The thing we don't want in
Texas is another San Diego,"
Wilkins said after the
meeting, referring to a tragic
September 1978 plane colli-

mercial airports. In the San
Diego crash, a Pacific
Southwest Airlines plane col-
lided with a small private
plane.
The proposed tax, already
endorsed by the Texas
Aeronatics Commission,
would be charged on air fuel
sold in the state. Wilkins said
virtually all states — except
Texas have some method
of raising money for a
dedicated fund for aviation
use.
"I don’t think the tax would
create a burden," he told the
committee.
By 1990, the tax could pour
$11 million into the commis-
sion, he predicted.
Texas has 60,000 general
aviation pilots, and over
20,000 private aircraft.
The tax might draw opposi-
tion from the major airlines,
said Wilkins.
