So popular has proven the plan of
State aid for the establishment of
departments of manual training, agri- I

schoola of this State that the entire ap- I

year beginning Sept. 1 was yesterday j
exhausted by the State Board of Edu-1

The plan to encourage the establish-1
ment of such departments by State co-1
operation originated in the Thirty-first i
Legislature, when a law was passed!
Which would allow any school aid that!
would raise the same amount of money I
asked from the Stale, retain a compe-l
tent teacher, and prepare to care fori
.such a department permanently. All
that time it did not seem to be a popu- l
lar plan. Requests for the aid were
not so frequent.
The Thirty-second Legislature appro:"

Some rather perplexing questions
have arisen concerning two convicts
in the state penatentiary. A tw
months prior to the time that they
were to be released they were ad-
judged insane and a* there was no
room in the asylum, they were kept
at the penitentiary and have been
treated as insane patients The prison
physiclan now holds that they have re-
gained their sanity. The question of
their release comes up, as the time
they were scheduled to be released has
lung since passed
Assistant Attorney General O. C
Funderburk says that if they became
insane after conviction and the course
of having the court which convicted
them declare them insane was fol-
lowed. they must now be adjudged
sane by that earn* court and then
servo out th* unexpired portions of
their terms if they were adjudsed in-
sane by the county court, he thinks
that they may be released without
danger He suggests, however, that
the best way out of the difficulty is
to have th* Governor grant pardon*
to both men, so that there can be no
doubt as to the legslity of their re-
lease They had very little more time
to serve when found insane.
Is an immensely valuable asset
whatever cause may hang upon
success. . -■

DALLAS, Tex., Oct. 14.—United Staten Senator C. A. Cul
berson today gave out the following statement:
“To the Demoerats of Texaa: Yesterday I received a joint
telegram from the chairman of the National Democratic commit
tee and the chairman of the finance committee, asking me to
assist in securing additional contributions from this State to
finance the campaign. This telegram assures me that of the
650,000 which was expected from Texas, dessthan-one-thirdhas
been subseribed.
The National committee is greatly pressed for funds
Returns from the popular subscription plan, it is believed,
will not half meet the legitimate requirements of the situation
Not only ia the committee greatly in need of funds, but the neces,
sities are immediate and urgent Under the eireumstances I
appeal to the Democrats of this State to act at onee. Send sub-
seriptions to National Committeeman Cato Sells, at Cleburne ;
State Chairman Walter Collins, at Hillsboro, or W F McCombs,
National chairman, at 200 Fifth Avenue, New York City.”
