her lor the present. In much better con-
dition to pursue her educational work
than the la now likely to bo for some
time to come. That bill hat died the
death under the decree or antl-natlonal-ltm
and color-phobia and may be laid
on tho table as a dead duck. Our own
city It making progress educationally so
far as the needs of children of school
age Is concerned but no further. It Is a
very mistaken policy for tho State or
the municipality to aieume that Its ed-
ucational responsibilities are met and
discharged when the pupils It has taught
In Its primary Intermediate and high
tchoolt have gone out from their doert
to enter the ranks of buslnctt and join
the number of those w ho battle for bread.
The duty of tho State to Ita cltlzent
never ends. Tho responsibility of a
municipality to those who dwell within
Its limits It perpetual. That responsi-
bility extends beyond the mere police
and sanitary regulations adopted for the
physical safety and health or the Inhabi-
tants. It demands a wise provision for
the after education ol those whose school
days are done and who are busy earn-
lns their bread In the sweat or their
face. Kree access to the news of the
day and the thought or the day should
be provided for the people. The publlo
library and the publlo reading-room and
the public lecture-room are as much a
necessity to the publlo Intelligent as
the publlo school. The strength of any
representative government Is Justly
measured by the Intelligence or the
masses of Its citizens. It Is dearly then
the paramount duty or the government
to make all practical possible provision
for the Increased Intelligence of the peo-
ple; not merely the children or the peo-
ple but the people. The State the
municipality has no right to lay upon
private citizens the work that to herself
so clearly naturally and necessarily be-
longs. It Is true that In many
places heretofore the publlo spirit
and liberality of certain Indivi-
duals have led them to do to
some extent the educational work
neglected by the State and we have
grown to look ror the establishment of
reading-rooms and libraries as private
matters rather than public but the en-
tire principle Is wrong. San Antonio
people the people en masse have no
libraries no reading-rooms no oppor-
tunities provided by the city for carry-
ing on the educational work necessary
to lit them for being citizens to say
nothing of their being the fathers and
mothers tho teachers of citizens during
the most formative period erchlldhood't
existence. San Antonio City Council Is
respectfully but earnestly reminded that
they owe to the people tbey represent
opportunities for knowledge accest to
the news and thought of the day. which
they have heretofore neglected to pro
vide mem witn. we shall recur to this
subject again. We must have a public
norary anu reauing-room.
Tub Indiana Democrats are blue over
the political outlook. They can't get
up any enthusiasm over the admlnlstrt
tlon they have been scoring and have
nothing but the geaeral cussednest of
the Republican party to fall back upon.

ern border we suggest as one or the les-
sons or the hour whn next called upon
to criticise tho riot or n sister city re-
