Weinert, State Warehouse Manager,
that he has just received a communi-
cation from Judge W. F. Romssy,
chairman of the Regional Reserve
Bank Board at Dallas advising that
all regional banka in Texas will be
accommodated with money at 3 per
cent provded this money is used for
loaning to Texas farmers at 6 per cent
on cotton in bonded warehouses, and
for use in a general way to finance the
lexas cotton crop. The lending bank.
Judge Ramsey says, must certify that
it has charged its customers on such
loans not exceeding 6 per cent per an-
num.
In order that the matter might be
thoroughly understood. Senator Wein-
ert addressed a communication on this
subject to Chairman Ramsey, and
herewith is given the text of Senator
Welnert’s communication and that in
reply by Chairman Ramsey:

Dear Judge: ‘ The Warehouse find
Marketing Department has so far ok-
ganized 199 warehouse and marketing
association, of which seventy-three as- .

year, by resolution requested the un-
dersigned to appoint a committee of
bankers and other business men to aid
in financing non-perishable products
of the farm, orchard and ranch, on
