Vigorous Steps to Be Taken to Stamp
Our Fraudulent Practice.

New York, June 29.—It is announced
here that vigorous steps are to be ta-
ken by telegraph officials to assist
public prosecutors to stamp out the
fraudulent use of telegraph lines in se-
curing money transfers.
In the case of R. E. Miles, a United
States army man, who was arrested
some time ago for such a fraud, the
Western Union Telegraph company has
secured his conviction and sentence of
four years in prison.
On Dec. 16, 1914, Miles sent a tele-
gram from San Francisco, addressed
to Pierre P. Ferry, Seattle, Wash., stat-
of local fandom. The special will leave
here Monday afternoon at 1:15 o’clock,
arriving at Houston 65 minutes later.
Returning, the train will leave the
Grand Central station, Houston, at 8:50
and the I. & G. N. depot at 9 o’clock
p. m.

Fryer Mesick, D. D., who claimed to be
the oldest living clergy graduate in
the United States, died at his home
here today, aged 102. He was valedic-
torian of the class of 1834 at Rutgers
college.

Amsterdam, June 30.—A considerable
part of Germany’s efforts are now be-
ing concentrated upon preparations for
the campaign next winter. Women in
large numbers are being employed in
sewing new furs for the army, while
those used last winter, which were
carefully collected, are being renno-
vated and repaired at the supply
depots.
In connection with this work, the
vorwearts complain that “starvation
wages” are being paid to many of the
employed women. Needlewomen work-
ing 12 to 14 hours daily can only earn
about 30 cents a day, says the news-
paper, owing to the contract system
which is employed.

Russian Czar Calls on His People to
Unite.

Petrograd, June 30, via London.—An
imperial rescript was issued today in
connection with the formation of the
Russian, board of military supplies.
After expressing an unshakable assur-
ance in the brilliant future of the
Russian peoples, Emperor Nicholas
proceeds:
“A prolonged war calls ever for fresh
efforts, but surmounting the growing
difficulties and parrying the vicissi-
tudes which are inevitable in war, let
us strengthen our hearts, resolved to
carry on the struggle with the help of
God to a complete triumph of Russian
arms.
“The enemy must be crushed, for
without that, peace is impossible.
“With firm faith in the inexhausti-
ble strength of Russia, I expect the
governmental and public institutions
of Russian industry and all the faith-
ful sons of the fatherland, without
distinction of ideas or classes, will
work together in harmony to satisfy
the needs of our valiant army.
“This is the only, and henceforth the
national, problem to which must be di-
rected all thoughts of united Russia,
invincible in her unity.”

Rochester, N. Y., June 30.—Arch-
bishop James Edward Quigley of Chi-
cago, stricken with paralysis at the
home of his brother here, is not ex-
pected to survive the day, according to
the announcement this morning of at-
tending physiicans. The prelate gradu-
ally is sinking. He spent a comfort-
able night, but gradually grew weak-
er. Stimulants now are being used to
prolong his life.
That Archbishop Quigley realized his
serious condition before he left Chi-
cargo for Washington, D. C., was in-
dicated by his suggestion that an ad-
ministrator in the person of the Very
Rev. M. J. Fitzsimmons be appointed
for the diocese. In Washington he
told intimate friends they probably
never again would see him alive.

French Postal Service Loses and Gains

Paris, June 30.—War has had con-
trary effects on the postal service of
France. Obstructions to commerce and
industry resulted in a great decrease
in business correspondence, but this
is more than compensated by the in-
crease in personal letters between
members of dispersed families and the
soldiers and their relatives. In a sin-
gle day the postal department handled
14 million letters, 780 thousand regis-
tered letters and packages, 135 thou-
sand newspapers and 57 thousand

Chateau Curleul.

Paris, June 30.—The French war de-
partment today gave out the follow-
ing:
“North of Arras last night there was
a violent cannonade and some infan-
try engagements. To the north, at the
chateau of Curleul, we made slight
progress; to the south at the Cabaret
Rouge, a German attack was repulsed.
“In the Vosges German troops en-
deavored at about 2 o’clock to deliver
a fresh attack against our positions, to
the east of Metzeral. This movement
was checked easily.”

Radiograms received afterward from
the steamer Arizonan, bound from New
York to San Francisco, said that vessel
was standing by the stranded subma-
rine, and that it probably would be
possible to float her Wednesday. The
H-3 is commanded by Lieut. W. F.
Newton.
The H-3 was driven from her course
by a stiff wind and struck the rocks at
Point Sur, 120 miles south of San Fran-
cisco.
A midnight message received from
Lieut. W. F. Newton, commander of
the H-3, gave the information that no
one on board had been injured and that
the craft had not sprung a leak.
The United States revenue cutter Mc-
Culloch, ordered to rush to the scene
shortly before midnight, is reported
to have received a message several
hours later that her assistance was
not needed.
The steamer Arizonian reported
standing by last night, arrived here
early today.
A wireless message today from the
steamer Harvard said the H-3 was in
no immediate danger. The monitor
Cheyenne, submarine tender, reported I
she would need no assistance to get the
H-3 into safe waters.

Germans Use Them for Purpose of Cut-
ting Through Barbed Wire.

Warsaw, June 30.—The use of burn-
ing fluids by the Germans of this front
is apparently restricted to the purpose
of melting down barbwire entangle-
ments, for which this method is effica-
cious.
The equipment consists of a metal
cylinder filled with a mixture of ben-
zine and Kerosene at a pressure of 75
pounds to the inch. A turn of the
handle liberates a jet of burning fluid
15 feet in length, which fuses a path

bert H. Foy, who had been a comrade
of Miles in the Philippines. Both Miles
and Ferry were enlisted men. On Dec.
17, Miles sent a similar message to

to “Herbert H. Foy” at San Francisco,
and Miles, with the aid of letters and
communications which he had stolen
from the real Foy, secured both sums.

San Francisco, June 30.—United
States submarine H-3 went ashore
last night five miles south of Point
Sur, 120 miles from San Francisco, ac-
cording to radio dispatches received
early today by Captain F. Bennett,
commandant at Mare Island navy yard.
No information as to the cause of the
accident was contained in the mes-
sage, but it was stated that the diver
was in no danger and had not sprung
a leak.
The H-3 left San Diego in company
with submarines H-l and H-2, convoyed
by the monitor Cheyenne, and was
proceeding to San Francisco to partici-
pate in a Fourth of July program at
the Panama-Pacific exposition.
Early in the evening the H-3 outdis-
tanced the other vessels and when she
went ashore was 55 miles north of

Arrested in Connection With Attack on
Schneider.

Washington, June 30.—"Bill” Bow-
ers was arrested here today at the re-
quest of the Pittsburg police in con-
nection with the assault upon T.
Franklin Schneider in Pittsburg last
Thursday and held on a charge of con-
spiracy to commit a felony. Detectives
say Bowers has "confessed everything.”
A promissory note for $4,000 alleged
to have been given by Thomas G.
Forney, Schneider’s son-in-law, to pay
