Beginning this year, a tax-
payer applying for a homestead
exemption on a mobile home
must also submit a copy of the
title to the home. “This is one of
several new property tax laws
that affect mobile home
owners,” said Ron Patterson,
executive director of the State
Property Tax Board (SPTB).
Patterson said the new laws
also provide both tax collectors
and lenders with a means for en-
suring payment of property
taxes on mobile homes.
He explained that county ap-
praisal districts require title
documents in two instances. “If
you haven’t had a homestead
exemption on your mobile home
before now, you must provide a

emption on a mobile home, the
appraisal district may ask you
to show a title or other proof of
ownership,” he added, “but the
district must have sent you
written notice of the require-
ment before Feb? 1.”
Patterson pointed out that

become delinquent. In the past,
a tax collector could not seize a
mobile home for delinquent
taxes if it had been sold to so-
meone who was unaware of the
upaid taxes.”
“Because of this new law,” he
added, “people should take un-
paid property taxes into ac-
count when buying or selling a
mobile home.”
In a x related law change,
lenders such as banks and mor-
tgage companies can now re-
quire a mobile home purchaser
to pay property taxes on the
home through an escrow ac-
count. The lender pays the
taxes with money that the pur-
chaser deposits in the escrow
account, thus assuring the
lender that the tax collector
won’t seize the home because of
unpaid taxes.
The bill has been approved by
the House of Representatives
and is presently being debated
by the Senate Finance Commit-
tee. The resolution adopted by
the city will be sent to both
members of the House and the
Senate in an attempt to lessen
the impact it will have on grow-
ing cities like Allen.
This is a piece of legislature
that is designed on the federal
level but places all the burden
on the local level, and if it
passes, will have disasterous ef-
fects on current and future
bond issues for the city, said .
