Senator Willacy secured the final
passage of his bill appropriating $7000
for additional per diem and the adop-
tion of his concurrent resolution au-
thorizing warrants drawn at the regu-
lar session to be paid out of today’s
appropriation, that of the regular ses-
sion having been exhausted.
Senator Brachfield then moved to
take up his bin reducing passenger
fares in this state, and made an elab-
orate argument in its Uehair. ie
started out by stating that one of the
arguments advanced against the bill
was that the legislature knew nothing
of the condition of the roads and that
some roads could stand a decrease to
2 cents and others could not, and that
ip order to meet that objection he
would offer an amendment dividing the
roads Into groups and authorizing the
commission to fix the rates for the
several groups, but requiring the rates
to be uniform in each class or group
And that the groups be based on gross
earnings per mile, as follows: class 1
earnings averaging $7000 or over per
mile; class 2. over $5000 and not ex.
ceeding 37OQO, and class 3, earnings of
less than $5000 pert mnile. That all
roads in classes 2 and 3 be exempt
from the 2-cent fare, and that the
commission fix the charge for said

Stenographers' Bill Passed Finally.
Debate on Two-cent Fare.
Upon convening yesterday- morning
the senate returned to a consideration
of the court stenographers’ bill. An
amendment was adopted striking out
the proviso that the notes of the sten-
ographers shall be conclusive of what
any witness may have testified to, in
the preparation of the statement of
facts.
An amendment was adopted provid-
ing that the stenographer shall receive
75 per day’ while in attendance on
court when he shall go outside the
county of his residence to attend court.
At home he receives $5 per day while
actually engaged In reporting.
Senators Chambers and Meachum
had a lengthy amendment adopted
which would permit attorneys to pre-
pare their own statements of facts
when they could agree, and repealing
laws in conflict therewith.
An amendment to make the appoint-,
ment of an official stenographer op-
tional with the court. Instead of com.
pulsory, was offered by Senator Stone.'

and that the commission may’ classify
the roads at any time the earnings
justify it.
Senator Brachfield contended that
this amendment would effectually cure
the bill and make it acceptable in
every respect. And that Texas ought
not to wait for all of the other states
to take the lead, as a number have
adopted 2-cent fares. He called at-
tention to the Oklahoma constitution
requiring 2-cent fares. Another com-
parison was the roads in the sparse
west with the Houston and Texas Cen-
tral in the populous portion of Texas,
arguing that his amendment would
meet those conditions. Another mat-
ter was the difference in rates out of
Texas and within the state, he said,
asserting that the passenger travels
far less out of Texas, and then drew
a picture of the man settling in East
Texas, and finding it different, desired
to go to. West Texas, taking a large
family, but would be impoverished by
the railroad fare. The same applied
to a man finding- West Texas in a
good season and then being driven out
b}, succeeding drouths.
That is
cause, forsooth! it might cause a re-
duction in their salaries. He had stood
by them and assisted them whenever
possible, and did not like their selfish
demand. He asserted that the same
labor crowd flocked here to oppose any
reduction in an, important commod-
ity. Indicating that they were for any-
thing for themselves and against those
things which would help all of the
people of the stat and might possibly
cause some reduction in some salaries.

on the deficits of Texas roads from
operation, stating that they surrender
their earnings to* their outside or par-
ent line. He cited the Fort Worth and
Icio Grande as accepting only 13 cents
from the Frisco on shipments to St.
Iouis. yet if the shipment went out
of Fort Worth on any other line the
pro rata of the Fort Worth and Rio
Grande would be 39 cents, but It is
owned by the Frisco and gives it the
business and accepts only 13 cents
when it could get and is entitled to
39 . cents. The St. Louis.. SAn Fran-
cisco and Texas reported a $11,000
deficit last year from operation, yet Jf
they had received their pro rata share
from cotton alone shipped to Sherman
they would have received 359,000 more
than they dd, as they carry cotton to
Sherman to turn over to the outside
parent line at about 12 1-2 cents per
bale, though entitled to much more.
He said, returning to the proposed
class amendment, that the first class
carrying 2-cent rate, would take In

Central, Galveston, Harrisburg and
San Antonio, Texas and Pacific Gal-
