By the enactment by the Lgisa-
turn of an amendment to the law
creating the State Highway Commis-
h on, the collection of registration fees
will be greatly facilitated, according
to Chairman Hancock of the comimis-
sion. When this law becomes effective
ninety days after adjournment of the
present session, owners of cars shall
pay their legistration fees to county
tax collectors in the counties in which
such owners may reside. At present
the registration fee must be paid at
the headquarters of the commission
at Astin. For this service the tax
collectors slall receive one-half of 1
per cent on the collections made.. The

straps and other distinctly nlitary
appurtenances may be eliminated fros
the American soldiers’ uniforn in the

South. He will also lecture at the
Lniyersity of Oklahoma, the Louisiana
State University, Tulane University,
the Ioutsiana State Normal, and be-
fore the Lions Club at Dallas.

he has lived and whom he understands.
He is an accomplished scholar and
speaks English fluently. He lived in
l he United States for seven years just
preceding the outbreak of the war.
For six years he was a professor in
Adelphi College, Brooklyn.
When his cduntry entered the war
he immediately returned to Italy and
entered the service as ft private, and
he remained at the fighting front
until late in last year, when, in what
seemed to be a temporary lull in mili-
tary operations, he saie for America
on a brief leave of absence. When his
ship reached Handy Hook he learned
of the disaster which had befallen his
comrades- The Italian government
asked him lo remain in this country
for a time to give the message which
he is delivering. This message has
to do with the co-operation necessary
upon. the prt of all of the peoples
offheaified Nations in order to win
the war-

an amendment to its lumber tariff
No. 34, proyiding a rate of 3 cents on
hewn or sawed pin© crossties, all kinds ' •
in carloads, for distances of ten miles
and less. 4 cents for twenty miles and
over, 10 and 5 cents over twenty miles,
between points on the Jefferson &
Northwestern Railway. This amend-
ment is effective at once and expires
on March 1, 1919.

Pleasant to take-
Two blind negroes were struck by
a street car at Seventeenth and Ia -
vaca Streets last night. One received
an ugly cut across his forehead, a
broken nose and a mashed inoutb.
The other had a cut on his cheek and
scalp. Both men bled freely. A doc-
tor was called and a passing car car-
ried the injured men to Seton In-
firmary.
The negroes are students at the
Negro Deaf, Dumb and Blind Institute,
and had been to the Ebenezer taber-
nacle on East Tenth Street, where
the student body of the school had
entertained with a pageant in honor
of the Texas Legislature. A group of
four of the older students left the
tabernacle alone to catch a street
car back to the institute, as the tench-
ers had their hands full in caring for
the small children, and one of . the ’
men could see a little.
One of the negroes said last night
that they were walking two abreast
and were seeking a light place so
that the one who had a little sight
could hop to hep the others on the
car. when the cut struck the front
couple. All of the negroes says that
