There is now in Congress an ex
traordinary bill. It is like a blank
chec. It provides that the Pres
ideut may cast an eye of favor
uuon "the oldest enlisted mau ou
the tolls of the unuy" and pro
mote that manto be second lieuten-
aut. iu order to retire him on a
arter salarv than he wonld
otherwise receive. No name is
mentioned. The man is to be dis
covered'when the bill is passed.
It is said that there will be seve
ral who will think the bill is point
ed in their direction. At least one
of these men has had a remarkuble
career. Terence lUUivaney is a
raw recruit compared with James
Coudou. Condon wus born iu
1828. While he was being educated
his dreams were all of military
fame. At last he could no longer
repress his natural inclination. In
1833 being 10 years old he enlist
ed iu the Second United
Iufantrv as a drummer boy. He
served u the Florida uampaifcii.
Wheu that campaign wa over he
kent on servinir. 11 is lather asoldier died in Mexico City in
1847. ii ik brother also a soldier
died at Sullivan's Island iu 1S5S.

1885 that he took advantage of the

begau to think of the lean and trp-
pured pantaloou and fiually took
to it. lie was retired with an
exceptional record. During his
half century of service not one
written charge had been preferred
against him.
Little wub heard of Condon from
1885 to 1902. A few weeks ago
however he sent u pettion to the
President. All thiugs considered
the burden of that petitiou was a
i tie bit surprising. It was natural
that the old soldier should want
more pay. it was peruaps uoi so
natural that the reuson why he
wanted more pay sl-ould be that he
had six children three bosidj
three L'irls all under 18 jrars ! j
