The big bear argument that is in
everybody’s mind is the possibility of
early peace or of such a new cam-
paign of frightfulness on the part of
the German navy as may Involve the
United States in the war. Lansing’s
statement of Dec 21 is still fresh In
Wall street’s mind His denial of that
statement is forgotten. The British
note, pubfshed this morning, elab-
orating the reply of the allies, zeemed t
to Wali street an unnecessary docu-

exchange of notes is going to continue

NEW YORK, Jan. 18 — In ths ab-
sence of important news today the
stock market moved strictly according
to technical conditions. This is equiv.
alsnt to saying that it advanced after
a weak opening. It had been thor-
oughly liquidated, and, measured by
actual current earnings, nearly all
stocks are selling below their true
value. What further strengthens ths
technical position is that so many im-
portant men who are not compelled
to do BO have unloaded their stocks
and stand with cash in hand ready I
to take advantage of bargains.
It has been the strength of ths tech-1
nical condition recently that hast
caused the peculiar wavering of the,
market. Professional traders have
sold on the bad news, and. fearing
the rebound, due to the technical
strength which they cannot dismiss :
from their minds, have speedily taken
their stocks back on ths first sign of
weakness This has been true sev-
oral times in the past week, and was
last demonstrated yesterday when the
German raider was reported sinking
ships in the Atlantic. Although the
raider is still at its work, and al-
though two additional ships were re-
ported sunk today, the market, after
