THE BOND ISSUE.
The day is rapidly drawing near
-when: the taxpayers will be called
upon to say whether the city shall
--be -bonded in the sum of $70000
for the construction of. a system of
Mvaterworks and the erection of an
electric lighting plant. It is almost
vunanimously admitted that the city
is in need of the improvements
contemplated and indeed so far
vit ias not been brought to the
tieiltion of the Herald that a
single dissenting opinion has ever
keen heard as to the advisability of
constructing these utilities with all
possible speed. The present bond
ussue election has been thrust upon
the city council by thefact that citi-
zens on everyhandwere urging the
aldermen to do something to re-
lieve the present undesirable situa-
Xion and show the world that the
citizens of Brownsville were as
progressive and that the city itself
&3S as desirable a place to live in as
any on this continent. For years
Che city has been trying to get
these improvements by granting
franchises to private individuals
The holders of these franchises
Save been given every opportunity
So make good and have failed.
"The only other course open to the
city was to do the work and make
the waterworks and electric lights
s department just as is done in the

municipal work. It is held by re-

supply is just as essential to the
welfare of the city as it is that the
streets of the city be owned by the

It has been brought to the atten--tion
of the 'Hbraxd that one or
-wo of the taxpayers are opposing
the issue of the bonds in the mis-
" taken belief that it may cause an
increase in taxation. As a matter
of fact the only way to escape an
increase in taxation is for the city
!$c build the waterworks and elec-

city the interest on them and the
creation of a sinking fund will be
asade out of the present fund for
5rmanent improvement. The law
says that 25 per cent of the taxes
collected shall be placed in a fund
."or .public improvements and it is
from this amount set aside for such
-improvements as it is now contem-
plated that the bonds and the in-
terest thereon will be paid with-
out any increase of taxation. This
-Si per cent is already being col-
vjicied from our taxpayers. The
velecrton is only to authorize its use
to pay for the water and light sys-
tem. If the city gave a franchise away
4o a company and were ever fort-
unate enough to get the" improve-

sary to raise at once the assessable
values of the city to meet the sev--sral

city for water for fire protection

ment of rents for waterand lights as
permanent improvement therefore
it will be impossible to pay for them
out of the present funds.and to raise
additional funds means that the
taxable values must be increased.
It should be plain even to the dull
est mind that x oppose the bond
issue on the score of taxation
would be a great mistake for it is
the bond issue and the bond issue
only that will prevent increased
taxation. Therefore if you wish
to construct the waterworks and the
electric lighting plant at once and
without increasing the taxes one
mill vote for the bond isue.
TELL US WHY
From reports which appear to be
authentic it seems that a few of
the persons who signed the peti-
tion to the city cduncil asking that
an election be called for the pur-
pose of voting on a bond issue for
the construction of a water and
light system have now changed
their mind and are opposed to the
city's doing the work. As these
are men of intelligence they must
have some valid reason for chang
ing their minds and if so they
should be f.ank enough to take
their' fellow citizens into their con-
fidence as to the cause of the re
vision of their views. The Her-
ald would be glad to give space
to 'any such as desire to make
known the reason for their con
version to the franchise idea and
hopes that they may be candid
enough to explain through its col-
umns. THE NEW SALOON LAW
Some of the New Provisions for the Reg
ulation of the Liquor Traffic.
The new saloon law which went
iuto effect July 12 prescribes some
rigid rules for the regulation of the
iquor traffic in Texas. After defin
ing under what conditions a license
can be issued it further provides
that its issuance must be submit-
ted to the comptroller of the state.
It next requires that the amount of
the license shall be from $600 to
$750 accompanied by a $5000 bond
for a faithful compliance with the
law. It provides further: That no
screens or music or loud or bois
terous talking will be allowed and
that no minor shall be permitted
to remain or take a drink in any
saloon. The law further provides
that all saloons shall close at 12
o'clock midnight and remain clos-
ed until 5 o'clock a. m. and shall
close at 12 o'clock Saturday night
and remain closed till 5 o'clock
Monday morning and a violation
of this restriction shall subject the
saloon keeper to a penalty of fine
or imprisonment and a forfeiture
of his license.
It is unlawful in any saloon to
allow or permit music of any sort
therein or any sparring boxing
matches or any cock pit- or any
billiard table or pool table or ten-
pin alley or any game with cardsj
dice dominoes or any device for
gaming and no female other than
a member of the saloonkeepers'
family can be employed as a ser-
vant in any saloon.
A fine of $500 will be collected
ont the saloon keeper's bond for
violation of any of the provisions
in this law.
