Mr. and Mrs. H. G. Swank
The growth and prosperity of
Texas are dependent in large
measure upon the assurance of a
plentiful water supply for all
time to come. The voters of the
State will soon have an opportun-
ity to express their opinion con-
cerning a proposed constitutional
amendment which is quite perti-
nent to this problem.
The recent Fifty-fifth Legisla-
ture recognized the need for flood
control as well as the assurance
of an adequate future water sup-
ply. For those reasons they voted
to propose an amendment to the
Texas Constitution which, if ap-
proved by voters in a special elec-
tion to be held November 5, 1957, |

This Board, if created, would
have authority to issue and sell
general obligation bonds of the
State of Texas in an amount not
to exceed $100,000,000. If more
funds should be required at some
later date, the Legislature would
be authorized to provide for the
issuance and sale of an additional
$100,000,000 in bonds. A two-
thirds vote of the Legislature
would be required.for this authori-
zation.
Proceeds from the sale of the
bonds could not be expended di-
rectly nor given away, but could
be loaned to various governmental
authorities for certain authorized
purposes. Eligible borrowers would
include cities, counties, river au-
thorities, conservation and recla-
mation districts, and interstate
compact commissions.
The money could be used to
build and extend dams and reser-
voirs and to finance other meas-
ures necessary in preserving and
developing water resources and in
! controlling and storing storm and
i flood waters. Money could also be
loaned for the construction of fa-

Money received by the Water

fund. From this fund the Board
would make the payments neces-

Two other proposed constitu-
tional amendments will be submit-

of these concerns retirement and
disability funds for State em-
