persons trained in the regulated programs

with an incarcerated person’s post-release
success,” according to the MOU. This effort is
also intended to “benefit Texas businesses by
increasing availability of skilled workers.”
In order to provide these services to the
prison population in the most efficient
manner, the agencies realized that they
needed to combine core competencies.
