measure will be sent to the Governor

demand and a recommendation of the
Governor, there is no question but that
the measure will be promptly approved.
The House passed the bill several days
ago, while the Senate spent four days
in its consideration, passing it finally
late Monday by a vote of 2 4to 1,
Senator Alderdice voting against the
measure. While many efforts were
mad* to amend the bill while under
consideration in the Senate, the great
majority of them were rejected. Only
two amendments of any material im-
portance were attached to the measure
in the Serfate, on* providing that where
schools have not complied with the re-
nvlrrmenta for State aid. the State

Plans and specifications for the Aus-
tin sewage disposal plant have been
arriving in installments during the past
several week* from the engineers, Her-
ing and Gregory, of New York, and
were the subject of discussion at a
meeting of the City Council Tuesday
morning. The City Engineer, M. C.
Welborn, explained the technical points
for the benefit of the Council.
One thing that has become apparent
is that the disposal plant is going to
cost about twice as much ox was orig-
inally estimated. Original estimates
were 275,000 to >85,000, whcreas now
the designers place the estimate at
>115,000 to >172,000. The principal
reason for this is that the State health
department is demanding a higher de-
gree of purification than was at first
deemed adequate.
The plant will embrace a number of
Imhoff tanks to be operated in con-
nection with trickling filters, by means
of which the water will be turned Into
the river almost as pure as drinking
water.
Within a few weeks the Mayor an<1
City Council will propose a bond issue
to cover the cost of this improvement.
They propose to include in the bond"
issue the cost, or part of the cost, of
an extension of the sewerage system to
serve the’Clarksville neighborhood and
Confederate Home grounds, from
which the contamination of the city*s
water supply is belleved to come, in
large part.
The size of the bond issue proposed
will probably be 2200,000. The cost of
the sewerage extension is estimated at
>20,000.
In-order to reach with sewerage the
rather low district mentioned, the City
Engineer plans to lay a main, 4000 feet
long, parallel with the river and only
a short distance from it, to discharge
into an existing main at Nueces and
Third Streets. This main, owing to ths
soft character of the soli in which it
will be sunk, is to be of cast Iron with
leaded joints. It will be of 15-inch,
18-inch and 20-inch pipe. This main
will carry the sewage from all that sec-
lion of town which now drains onto the
sand beach from which the water sup-
ply is derived. Iaterals will be extend-
