Gentlemen:
The Medical College Committee begs to report that its activities
during the past year have been, first, to witness the result of the
Chamber's efforts in having the people of Galveston submit to a tax of
20 on $100. 00 as the city's contribution to the support of the hospital
operated by the Medical College. The medical and hospital care of
those citizens unable to promptly pay the cost of hospital treatment has
been more adequately met. Such action was needed to establish in the
minds of the Board of Regents and the legislature of the State of Texas
that Galveston was prepared to respect its obligations to the Medical
School for their services.
The Committee has also considered the so-called Hamilton Report,
compiled by a firm of experts, on the operations of the Medical School.
Parts of this report are, in the opinion of your committee, unjust, in-
correct and unnecessarily damaging to the reputation of the City of
Galveston and to the sources of clinical material and medical educational
facilities of the school. However distasteful some parts of the Hamilton
Report may be, nevertheless their overall recommendation is that the
Medical College remain here and be improved. The Regents are reported
of like mind, and the Sealy and Smith Foundation has continued to make
large commitments toward support of the program.
Further handling of this report with the Board of Regents is now in
the hands of the trustees of the Sealy-Smith Foundation, whose knowledge
and constant contact in the premises are superior to ours, but whose ob-
jective, in maintaining the reputation of the hospital and Medical School
and doing justice to Galveston, is the same as ours.
