The report itself focused on a series of 33 recommendations-
each supported by explanations-to answer the questions or

suggestions that systems be allowed to establish separate system
headquarters, that systems be answerable to lay governing boards,
that membership be open to all kinds of libraries, and that
interlibrary loan be a system activity. In addition, intersystem
activities should be encouraged, methods for review of system
plans should be incorporated in the law, decision-making should
be placed at the lowest level possible, and that grants should be
allocated on a formula.102
