that the AISD is richer, and there-
fore in need of less state funding.
Davenport said the appraisals
used for 1987 purposes were made
in 1986. “Therefore,” he said,
“we’re funding this year’s budget
based on last year’s appraisals.
“On paper we’re (the AISD)
wealthier than last year and the
equalization formula works against
you, because the richer a district is,
the less state funding it receives.”
Because of the legislative
session, Davenport said the AISD
might not set the budget or the tax
rate until late August or early
September.
In executive session, the board
named Jennie Vahrenkamp person-
nel director, Vickie Kivell assistant
principal at Story Elementary
Davenport attributed the gap to a
15 percent, or $1.6 million, increase
in the AISD budget and a decrease
of between $400,000 and $800,000
in state funding.
Davenport said the increases in
the operating budget can be attri-
buted in large part to state require-
ments and payroll. A district’s
payroll constitutes between 80 and
85 percent of a school budget,
Davenport said.
To cover the increase in operat-
ing budget and decrease in state
funding, available figures indicate it
would require a tax rate increase
between 27 and 32 cents, but an
additional 5 cents is required to
cover debt service, Davenport said.
Debt service includes payment of
the bonds used for AISD construc-
tion projects. The state does not
contribute any money for debt
service.
