WACO, Tex., Feb. 11.— The F. L. Carroll chapel of Baylor Uni-
versity, Waco, is practically a total wreck tonight as a result of fire,
which broke out in the dome of the building late this afternoon, and
caused an estimated loss of a quarter million dollars.
Flames were discovered in the dome of the chapel at five o'clock,
but. before the fire could be reached it had so eaten its way into the
construction of the building that the dome caved in, putting several
students in imminent danger.

WASHINGTON, D. C., Feb. 11—The
American army and navy are facing
a fight for life The American con-
gress, convinced that the Washington
conference has made war for this
country virtually impossible, is deter-
mined to cut the armed forces of the
nation to the bone.
Congress shows a disposition to go
far beyond the agreements and com-
mitments of the conference and to
demonstrate its confidence in the goo i
faith of the other powers by putting
the American army and navy prac-
tically out of commission.
The navy will apparently have to
bear the brunt of the first attack lb
the halls of congress, but knives ure
being whetted for the army as well.
Already a bill has been introduced to
cut the enlisted strength of the navy
to 50,000 men. This would meanthe
) eduction of the American navy be-
low that of Japan. It would mean that
the American navy would have men
enough to keep less than one-half of
