It has become a not uncommon thing
for the sham Democracy to speak of
"‘State Rights” as being overturned
and destroyed by the victors in the tete
civil war. This is an error. Not State
Kights but State Wronge have been
abolished by the revolution. In order
to maintain the authority of the supreme
goverument, which is chosen by the
people, it became necessary to disavow
a dangerous dogma that had been
claimed and defended by the leadts
of the slave party in this country.
They contended for the right of the
slave States to withdraw from the
Union whenever it became the slve
interest that they should do so. The
fate of this pernicious dogma was as
much at stake in the. result of the war
as was slavery; and to say that the
States are losing their rights, because
a fraction of the people are not per-
mitted to determine questions adverse-
ly to the interest of the majority, is
simply to aver that the majority shall
