HOUSE CONCURRENT RESOLUTION
1 WHEREAS, Residents of Lamar County lost a committed public
2 servant with the death of Commissioner Micheal Roger Blackburn of
3 Sylvan on February 12, 2007, at the age of 62; and
4 WHEREAS, Born on April 2, 1944, in Paris, Mike Blackburn
5 served his country during the Vietnam War as a member of the U.S.
6 Army; after returning home, he went to work in the manufacturing
7 division of the UARCO plant, where he remained a dedicated employee
8 for nearly 30 years until the plant's closing; in addition, he was a
9 longtime rancher and the owner of Blossom Hardware and Blossom Feed
10 Store; and
11 WHEREAS, Mr. Blackburn was first elected commissioner of
12 Precinct No. 1 in 1994 and began serving the following year; he
13 quickly gained the respect of colleagues and constituents alike for
14 his strong convictions and decisive actions and for his genuine
15 desire to help people; during his tenure, he served as the
16 court-appointed coordinator of the Lamar County Courthouse
17 renovation, a project that he had long championed, and in 2006, the
18 courthouse was recognized with a historic restoration award by
19 Preservation Texas; returned to office by the voters time and again
20 for his service in behalf of area residents, Commissioner Blackburn
21 was in his 13th year of office at the time of his passing; and
22 WHEREAS, In all his endeavors, Mr. Blackburn enjoyed the love
23 and support of his wife, Becky, with whom he celebrated 40 years of
24 marriage on January 5, 2007; moreover, he was the devoted father of
