sixth of an acre, it's not large
enough to provide for any water or
sewer service. The city requires ven-
dors like Robinson to operate on at
least one acre of land with an
approved septic system. Those
operating with at least a half an acre
are permitted to do so if water and
sewer services are installed.
According to another city ordi-
nance, Robinson is restricted from
parking his portable trailer within
10 feet of the right of way along
Highway 6. The law was adopted in
March 1983 per the request of the
state, which maintains a 20-foot
right of way along the highway
between Palmetto Road and Elm
Street.

man, who recently accused the City
of Manvel of discrimination,
declined to speak as scheduled dur-
ing a council meeting Thursday
night
George Robinson, 58, said the
city won’t allow him to operate his
portable snow cone trailer near
Highway 6 and Palmetto Road. He
claims the city is discriminating
against him because he is disabled.
The vendor was scheduled to
appear before councilmembers on
Feb. 23, but he said he "had some
things come up and wasn’t prepared
to discuss the matter at this time."
He asked for another opportunity
to speak at the next council meet-
ing on March 2.
Since the on going dispute began
between Robinson and the city a
few weeks ago, he’s been cited for
violating at least one building ordi-
nance.
Manvel officials said Robinson
and his wife, Linda, would be
granted the permits necessary to
operate their snow cone business, if
they comply with city ordinances.
However, if council grants a var-
iance, the couple may receive one
of the permits they need to operate
their business in Manvel.
The property on which Robinson
wants to park his portable trailer is
near Highway 6 and Palmetto Road
and west of IM I 128. The land is
owned by Alvin insurance agent,
