15 calendar, which would call for four
15-day vacations.
“The 60/20 calendar is not per-
fect, but you can put disadvantages
. on every calendar, including the tra-
ditional one,” Davenport said. “But
we had to start somewhere. With
approval tonight, the administration
can begin an analysis of the financial
impact and work through the logis-
tics of the calendars.”
“Whatever we do tonight, let’s re-
member that it’s not cast in con-
crete,” Trustee Chuck Williams
said. “We’re lucky. We could be
forced into doing this much faster,
but we’re not. “We can remain flexi-
ble because we have time.”
The lowest scores occurred in grade
five, where only 50 percent of the
students mastered all three sections
of the test.
The tax abatement policy adopted
by the board is the same policy
adopted by the Allen City Council in
December. For tax abatements to
work, all entities that receive tax
dollars from Allen must approve the
program. Allen Economic Develop-
ment Coordinator David Pitstick
said he will present the program to
Collin County Commissioners and
the Collin County Community Col-
lege Board of Trustees in the next
month.
“We looked at the neighboring
communities, which are our com-
petitors, and adopted a policy similar
to theirs,” Pitstick said. “The county
wanted us to adopt a program similar
to the ones in Plano and Richardson
so we don’t get into a bidding war
with other communities.”
When the city sets up a tax abate-
ment with a new businesses, the
other three taxing entities must
approve or reject the abatement as
written. Only the city has power to
set the amount of the abatement.
The abatements set forth in the
policy range from $5 million for two
years up to $125 million for 10 years.
Only new businesses will be eligible
for abatements.
Vaughan Elementary School Prin-
cipal J. D. Kennedy presented his re-
view of the school’s Campus Im-
provement Plan in the form of a
video. Teachers explained how they
are implementing the plan and
showed examples.
The board accepted the resigna-
tions of AHS teachers Lisa Markham
and Pamela McClintock. In their
place, trustees hired Joni Clark, who
used to teach at the school, and
Cheryl McCracken.

Graveside services for Rae Ann
Clark Baker, 26, of Wills Point,
Texas, were held Monday at Wilson
Chapel Cemetery near McKinney.
The Rev. Danny Buster officiated.
Mrs. Baker died Saturday, Jan.
19, 1991, at Navarro Regional Hos-
pital in Corsicana, Texas.
She was bom Feb. 21, 1964, in
McKinney to Otis Clark and Lynda
Wright Clark. She married Michael
Baker on Oct. 9, 1982, in Culleoka,
Texas. She was an optician with
Texas State Optical in McKinney.
Survivors include her husband,
Michael Baker; two daughters, De-
siree Dawn Baker and Jessica
Michelle Baker, both of Wills Point;
her parents, Otis and Lynda Clark of
Princeton; one brother, Jim Clark of
Allen; two sisters, Beverly Elaine
Tennison of Allen and Lori Lyn Clark
of Princeton; and grandmother,
Euva Wright of Denton.

Allen. We have a lot of light indust-
rial demand, but we don’t have the
lease space available. We need to
develop some lease-hold space for
that. We have a lot of retail excess,
but we don’t have any light indust-
rial excess. And I think that’s hurt-
ing Allen right now.”
As far as the future is con-
cerned, Williams said he is excited
about the possibilities that will de-
velop in Allen.
“Allen has a great future,” Wil-
liams said. “I think Plano is just
about played out as far as their
growth. I mean, they have a little
ways to go. I think Allen is just a
gold mine. Our property values are
less than surrounding cities, parti-
cularly south of us, and I think it’s
going to be a great location for
companies to want to move to. We
have a high tax rate, but I think that
will wash out in the long run.”
He said it will not happen over-
night, but things will turn around in
Allen. When they do, the residents
of the city will have him and the
rest of the chamber of commerce
to thank for all their efforts.

really haven’t been seeing what’s
going on. Even the members ha-
ven’t because our luncheons were
just meals and a speaker. We didn’t
discuss anything. So we’re going
to make an effort to bring those
things up at all our meetings.”
Williams said the Allen school
system is another reason he likes
living here.
“We have super schools here.
Personally, I wanted to see the
bond election pass, but it didn’t.
But I think Allen is progressive
enough that the school district will
do something about it and go on.
They got their message from the
people. I think the school board
and the superintendent will do
what’s necessary to keep things
going.”
Williams said the economy play-
ed a key role in the defeat of the
bond package and that economics
will continue to be a key issue in
Allen.
“Economic development is the
name of the game these days,” he
said. “That’s the buzzword in

they were pumping gas, he said.
Bruce said the cashier gave the
gunman some money and the sus-
pect fled on foot east on McDermott ,
Drive. Several of the witnesses fol-
lowed the suspect in their own vehi-
cles.
The suspect was seen getting into
a pickup truck near Burger King.
The truck was occupied by another
man and a woman. The pickup truck
was driven away, but the driver soon
stopped at Federal and Boyd drives.
The driver got out of the vehicle and
the gunman slid over into the driv-
er’s seat. There was an exchange of
words, the woman got out of the
truck and the suspected gunman
drove away alone.
Allen police officers arrived on the
scene and arrested the two suspects
who had been left behind.
The driver, Victor Porter, 20, and
the woman, Latasha Polk, 19, both .
of Sherman, were arrested and
charged with aggrevated robbery,
according to Bruce.
The suspected gunman was not
found in a search of the area, he said.
Saturday morning, Bruce com-
pleted his investigation and obtained
a felony arrest warrant for the third
suspect. Through further investiga-
tion Saturday afternoon, Bruce
found that the suspect had fled the
state and had committed another
armed robbery in Fort Smith, Ark. A
joint investigation with the Fort
Smith Police Department resulted in
the suspect, James Wilson, 18, of
Dallas, being apprehended and
arrested by Fort Smith police Mon-
day morning. Wilson is being held in
the Fort Smith County Jail, accord-
ing to Bruce.
Aggrevated robbery, with which
all three suspects are charged, is a
first degree felony punishable by not
more than 99 years and not less than
five years in the Texas Department
of Corrections, or life in prison, and/
or a fine of not more than $10,000.

“Either we have to house with the
Humane Society or build our own
shelter,” Commissioner Jack Hatch-
ell said. “I’m not necessarily in favor
of us getting into the shelter busi-
ness.”
Commissioner John Witherspoon
said he thought the commissioners
ought to compare costs, but he
would be surprised if the cost of
building and operating a shelter
came close to the cost of sheltering
with the Humane Society.
“I don’t want to get in the animal
shelter-running business,” With-
erspoon said. “It’s a no-win situa-
tion. I don’t think it can compare
because of the volunteer hours the
Humane Society has available.”
“I would be surprised if it comes
out close to economically feasible (to
build a shelter),” he said.
