The Associated Press was informed
from Belgian sources today that Bel-
gium is ready to follow France’s lead.
The fact that Gen. Maglinz, chief of the
Belgian general staff was called hur-
riedly to London to confer with Mar-
shal Foch and Field Marshal Wilson is
interpreted in Belgian circles as mean-
ing that the plan decided upon contem-
plates collaboration of Belgian troops
in the Essen-Dusseldorf, district.
During the last three days says 13,-
000 Belgian troops on the Rhine have
been reinforced by two divisions, while
the French have 150,000 men in the oc-
cupied zone with 200,000 held in re-
serve, less than 24 hours away.

spirit of justice and fairness.”
Popular feeling is greatly aroused,
and the opinion everywhere is ex-
pressed that France has waited long
enough and that the movement of
troops into the interior of Germany will
meet with smaller opposition from the
opponents of the government now than
at any other time, owing to the fact
that the government has the commun-
ist situation well in hand.
A deputy who voted against Premier
Briand on the Paris conference deci-
sion informed the Associated Press to-
day that should M. Briand return to
Paris tomorrow and ask the chamber
to ratify the penalties decided upon he
would receive a vote of more than 500
only the socialists and communists
voting against him.
Satisfaction is also expressed at the
British prime minister’s attitude, which
is mentioned in several dispatches as
“showing deep resentment,” toward the
Germans over their uncompromising
counter-proposals. If forcible coercion
becomes necessary officials here fell
that it will have the moral support of
all the allied countries, as well as the
United States.
In the absence of Premier Briand
and War Minister Barthou it is not ex-
pected that an order to go forward
would come before tomorrow night as
it is presumed the Germans will be
given a final opportunity to recede
from the position taken today. If a

Paris, March 2.—Everything is in
readiness along that part of the Rhine
held by the French for a jump forward
at a few hours notice should occasion
arise, the Associated Press was in-
formed in official circles. Plans have
been going on several days in antici-
pation of any action which might make
a forward movement necessary, and, in
words of a high official of the war of-
fice, “Marshal Foch has but to say the
word.” •
The German counter proposals
created nothing short of amazement
in French official diplomatic and par-
liamentary circles.
Information regardins the proposi-
tions to be submitted by Dr. Simons,
the German foreign minister as re-
ceived in Paris, was to the effect that
the proposals were more reasonable
and might form the basis of discus-
sion. The concensus of opinion last
night, however was that no discussion
was possible.
French officials, however, cannot hide
the feeling of satisfaction that the Ger-
man attitude should “show that the
French, viewpoint has been correct
from the first,” that Germany was un-
willing to face the responsibilities and
also prove to Great Britain and the rest
of the allied and neutral World that
“Germany will understand nothing ex-
cept by application of force and that it

Macon, Ga., March 2.—City council
last night refused to permit Donal
O’Callaghan, lord mayor of Cork, to
speak in the city auditorium here on
orders of Gov. Small for a sanity test
of Carl Wanderer, whose trial for' the
murder of the “ragged stranger” shot
at the same time as Wanderer’s wife,
started yesterday. In his trial for
the murder of his wife, Wanderer re-
ceived a sentence of twenty-five years
in prison in the jury’s verdict.
Gov. Small’s order said-he was grant-
ing the prosecution’s request in order
to settle the main question in the
present trial before it can be used to
aid either side.
Four jurors have been accepted for
the present trial. Prosecuting attor-
neys announced they would demand
either the death penalty or exonera-
tion of Wanderer.'

Washington, March 1.—President
Wilson expect? to attend the inaugu-
ration of Vice President Coolidge in
the senate chamber Friday, but wheth-
er he will witness the inauguration of
President-elect Harding may not be de-
cided until inauguration day.
Final arrangements for President
Wilson to accompany Mr. Harding to
the capitol Friday morning were made
today at a conference between Senator
Knox of Pennsylvania, chairman of the
joint congressional inaugural commit-
tee and Joseph P. Tumulty, secretary
to Mr. Wilson.
As the program was worked out, the
congressional committee will call on
Mr. Harding and Mr. Coolidge at the
New Willard hotel Friday morning.
From the hotel the party will go to the
White House for President Wilson. The
start then will be made for the capitol
with a view to arrival there at 1
o’clock so President Wilson will have
time to act on a number of bills.
There will be four automobiles for
the inaugural party. President Wil-
son, Mr. Harding, Senator Knox, Rep-
resenting the senate and Representa-
tive Cannon of Illinois acting for the
house will ride in the first. The sec-
ond will carry Mrs. Wilson and Mrs. I
Harding with other members, of the
) congressional committee; the third will
bear Vice President Marshal and Mr.
Coolidge and the fourth the wives of
the vice president-elect with other
members of the congressional com-
mittee.
The party will be escorted by troops
of cavalry from Fort Meyer.
After arrival at the Capitol President
Wilson and Mr. Harding will go to the
president’s room, where Mr. Harding
will receive visitors while President
Wilson acts on the final legislation of
congress.
Just before adjournment of congress,
the president and president-elect will
enter the senate chamber and view the
swearing in of Mr. Coolidge.
At the conclusion of the senate cere-
monies Mr. Harding will go through
the capitol to the east portico, after all
senators and guests have' taken their
places about the speaking stand.
President Wilson met with his cab-
inet yesterday for the last time and
said farewell to the ten men who have
been his ofifcial advisers four of them
since he entered the White House in
1913.
/The final meeting was held in the
executive offices, the president walking
over from the White House attended
by an attache and aided by his cane.

New; York, March 2.—Recognition of
the existing Mexican government is
) Impossible until the United Stated gov-
ernment received written documents
from it assuring necessary measures to
safeguard American lives and property
there, Senator Albert B. Fall, Presi-
dent-elect Harding’s choice for secre-
tary of the interior, is quoted as say-
ing in a letter made public to the Na-
tional Association for the Protection
of American Rights in Mexico.
Knowledge of the required stipula-
tion has already been transmitted to
Ferdinand I. Calderon; representative
cf the former De La Huerta govern-
ment and an attorney representing
President Obregn here, Senator Fall’s
letter declared. Recommendations
made by the senate committee on Mex-
ican affairs, of which Senator Fall is a
member, also were forwarded to Presi-
dent Obregon through the Mexican de- |
partmentof foreign .affairs.
As outlined in the letter, they include
the appointment of a commission to de-
termine reciprocally damage to Amer-
ican property in Mexico and to Mexican
property in America. The appointment
of a commission to determine boundary
disputes, notably in the Chamizal zone
at El Paso, Tex., and the Colorado riv-
er irrigation system, and the suspen-
sion of Mexican laws depriving Amer-
ican citizens of property lawfully ac-
quired.
The senate committee, the letter adds,
also recommends an agreement for the
future protection of American lives and
' property, and that such an agreement )
shall be embodied in a protocol to be
included in a treaty following the rec-
ognition of the Mexican government. ■
