ican trade.
The afternoon meeting was arranged
in the nature of a memorial to David
Lubin, founder, and until his death
American delegate to the International
Institute of Agriculture at Rome. The
annual banquet will be held tonight,
at which the theme will relate largely
to pan-American affairs. The principal
speakers will be Secretary of States
Bainbridge Colby and diplomatic repre-
sentatives of the South American coun-
tries.
Opposition to government interfer-
ence with private business and price-
fixing legislation, protection and exten-
sion of the foreign trade of the United
States through the expansion cf the
merchant marine, were policies advo-
cated by the speakers at the sessions
of the congress yesterday.

Oakland, Cal., March 2.—A mail truck
was held up here early today and six
packages of registered mail taken by
three bandits who, according to the
driver, leaped from an automobile to
the truck and covered him with re-
volvers. Federal and police officials
started a search for the robbers. The
value of the registered mail stolen was
not learned.

Senator Fletcher laid stress on the
need of an adequate merchant marine
and the possible lowering of railroad
rates as a means to stimulate' com-
merce. Senator Willis discussed for-
eign loans by the United States and
urged purchase of the West Indies for
both commercial and national defense
needs. He suggested this as a way for
Great Britain to return her debt to this
country.
Senator Ransdell argued that a net-
work of canals and properly dredged
rivers would be of immense value to
the country. He foresaw a general
trend of business toward waterway
commerce in the next few years.
The Louisiana senator charged that
railroads, especially of the South, have
deliberately in the past lowered rates
along river points and canal staticns
to secure the business carried by wa-
ter.
He added that when competition with
boats had disappeared the carriers had
raised their rates.
Senator Edge told the delegates that
he was strongly in favor of the foreign
export corporations which were author-
ized by congress to finance foreign
trade of the country. He explained the
law governing operations of the cor-
porations and praised the South for the
organization of a $7,000,000 corporation
to do a business of $70,000,000.
The committee appointed to draw up
the platform for next year follows: Al-
bert E. Tate of Highpoint, N. C., chair-
man; J. C. McKinley, West Virginia-
W: L. Coates, Florida; D. A. Spivey’
South Carolina; J. E. Walker, Virginia-’
W. D. Upshaw, Georgia; John E. Ran-
