WASHINGTON, July 26—The
congressicnal phase of the fight for
power in America turns on whether
Rcosevelt can "purge” the Demo-
cratic party of certain conservative
opponents, or whether those oppon-
ents can purge away his power over
legislation and thwart his ambiticn
to control the party in the presi-
dential year of 1940.
The immediate issue is the lat-
est chapter of the Roosevelt reform
program—the Supreme Court plan
compromise, the wage-hour bill,
government reorganization, the
dream cf “seven more TVA’s” to
blanket the country, more effective
crop control, and tax legislation to
get at rich men who have man-
aged to evade the soaking the ad-
ministration wants them to have.
