The Belton Journal is most ungen-
erous and decidedly unpractical in its
discussion of the railway question in
Texas. Disgruntled by the outcome
of the Dallas conference the Journal
says ;
“There is no denying the fact that
the railways have aggravated the
discussion of their affairs by with-
holding from the public the informa-
tion which all ought to possess and
if they come in for a good share of
abuse they may largely blame them-
selves tor it.”
The railroads have not been asked
for such a statement by any compe-
tent authority and had they been so
requested by a committee of the state
legislature their reply to the Dallas
committee is ample proof of what the
country would have learned from
them. Had the railways filed their
accounts and shown their balances it
would have been received with a
smile of incredulity by the Journal
and all its kidney who see nothing
but greed and rapacity in a railway
corporation and can not conceive how
it is entitled to consideration as a
business concern on business princi-
ples.
The Bastrop advertiser comes out
honestly if not wisely and charges
the declaration of American Indepen-
dence with asserting a foolishness:
There seems to be an epidemic of
"troubles over the south between the
races. All this arises from the fool-
ish assertion in the declaration of in-
dependence that “all men are born
free and equal” and the effort made
to give it practical meaning.
That is the whole case in a nut-
shell. The republican party of this
country is endeavoring to carry out
he principle embodied in that im-
ortal declaration which all the
orld has admired for a century and
a decade and w'hich the Advertiser
now discovers to be a delusion and a
fraud. There is no going back on
the fact. The Advertiser has hit it
square all the negro assassination
business grows out of a repudiation
of the declaration of Independence
which made of the Knglish colonies
in America a free and independent
nation.

DEMOCRATIC MISDEAL.
• The democratic journals have been
loud in their denunciations of repub-
lican extravgance upon the strength
of the report that the public debt had
increased over $70000tX) during the
months of July and August. The
facts are that the actual reduction of
the public debt during the two months
named has been nearly $21000000. The
treasury books show public debt in-
cluding bonds of all kinds June 30
1889 $896838917; on August 31st they
show $875478807. The erroneous
democratic conclusions arose from the
form in which the public statement
is presented which gives the amount
of public debt less cash in the treas-
ury. Thus any increase of cash shows
a reduction of debt and any disburse-
ments other than for purchase of
bonds at par value would show an in-
crease of debt. A comparison of the
annual interest charges of the public
debt for the months of July and August
1888 and 1889 are equally gratifying.
The reduction of the interest charges
in the public debt during these two
months of 1888 was $291310; while for
1889 same period it lias been $895685
more than three times as much. The
reason of the increased disbursements
for July and August 1889 over July
and August 1888 and from which
arises a smaller amount ofcash in
the treasury thereby creating a larger
debt statement is because the appro-
priations for 1888 were not available
until late in September whereas for
1889 they were available on July Ist.
This year the departments drew out
in July and August their appropria-
tions and placed the amounts in
the hands of their bonded dis-
bursing officers. These sums were
largelj’ in excess ot the requirements
of these departments for July and
August and there being so much less
cash on hand in the treasury tells
against the public debt statement as
presented. In one department alone
says Secretary Windom $5000000
more than was necessary to pay the
September accounts was' drawn.’ The
purchase of bonds for the sinking
fund is largely in excess of the bond
purchases of July and August last
year and show an increase in premi-
um paid of over $2500000 all of
which appears on the statement
as increased debt while in reality
it has nothing to do with
it. Tlie reduction of the interest on
public debt owing to increased bond
purchases has been greater than at
almost any other time since that debt
was created. The actual facts are
that instead of an increase of $8000-
000 public debt in July and August
this year over July and August last
year the public debt has actually
decreased $21000000 and the reduc-
tion of interest chargesoil the public
debt has been three times as great
•luring these months of 1889 as it was
during the corresponding months of
1888. Tlie republican party has gone
on in the old way reducing that debt
as the democracy never did.
The this morning con-
firm the opinion expressed in yester-
terday’s Light that Tanner’s resig-
nation was caused by Secretary No-
ble’s disapproval of his methods and
that it was a question of Tanner's res-
ignation or that of the Secretary of
the Interior. In such case it was a
matter of course that Tanner should
go but tlie President expressly as-
sures him that in the whole investi-
gation nothing has appeared reflect-
in the least on his honesty. It was
purely a matter of difference as to of-
ficial administration of the office says
Secretary Noble and had no personal
element in it. The office will be tilled
at the convenience of the President
and Tanner holds his place until his
successor is qualified. Ail talk about
cabinet squabbles over the matter are
mere bosh. Every one feels kindly
toward Tanner but he does not meet
the requirements of the administra-
tion in the conduct of his office. His
sympathies overshadow his judg-
ment. simply that and nothing more.

How She Received His Proposals.
Washington Capital.
There is in Washington a young
type-writer whose good looks and
charming manners justifies tlie senti-
ments which her employer feels to-
ward her. He is in the habit of dic-
tating his correspondence while her
expert Angers transfix the words as
he utters them. The other morning
he concluded to end the uncertainty
which had come into existence by
asking her to marry him. She was
engaged on some copying when he
approached her and poured out his
sentiments and notwithstanding
the warmth of his pleadings kept
right ahead with the clickety click
click of tlie instrument. In fact she
paid so little attention to him that lie
became discouraged and left the
room intending to speak to her when
her mind was free from her du-
ties. He went to his lunch and on
his return sat down to sign a lot ot
letters that lay on his desk. There
was a large pile and he went through
it mechanically until he struck a sheet
near the bottom. Jumping to his feet
he simply exclaimed: “Well I’ll be
blowed!” The cold glaring type-
written letter read:
Miss Susie—May be you'll think
I'm an old jackass but I ain’t. I mean
business. I know I don't happen to
be very pretty but I'd be good to a
family I was thinking that may be
you’d learn to like me if you’d go to
church with me—and give the minis-
ter a few minutes’employment. And
this ain’t to save any salary either.
It’s because I want you for your .
Say you ain’t listening are you?
Well I'll come in later when you ain’t
so busy.”

Proof of Prosperity.
Memphis Appeal.
The clearing-house report by which
I he financial pulse of Memphis can be
felt shows an increase of clearings
over last year of nearly $19000000
and of balances over $5000000. The
bank statement for the year is like-
wise cheering showing large gains
in business. The great staple pre-
sents remarkable features as to the
Memphis movement the gross re-
ceipts for the season 1888-89 being
704142 bales of the value of $33881-
822. The net receipts of cotton con-
signed to and sold in Memphis are
630626 bales of the valve of $30435-
010. There is a gross increase in re-
ceipts of 51735 bales and a net in-
crease of 38476 bales over correspond-
ing receipts of last season. The vast
district which pays cotton tribute to
Memphis includes six states—Tennes-
see Arkansas Mississippi Louisi-
ana Alabama and Missouri and from
which Memphis received over ten per
cent of the entire cotton crop ot the
United States.

Visitors to the Paris Exposition.

By the middle of last month more
than 12000000 persons had gone to
the show in Paris. The calculation
is that 25000000 will have visited it
before the expected closing on Nov-
ember 15.
