The United States Senate will get

the House appear to have dropped in-
to a still hunt. The nearer the hour
of opening Congress approaches the
less appears to be heard from the sev-
eral candidates. It is really a ques-
tion between the East and the West
with the chances in favor of the West.
Having secured the Ohio legisla-
ture the defeated candidate for lieu t-
anant governor on the democratic
ticket now proposes to persuade that
legislature that he was duly elected
lieutanant governor.He will prob-
ably do it. It is a case in which per-
suasion comes easy being in the line
of political proclivity.

Senator Stanford the great Cali-
fornia turfman thinks that both Sunol
and Palo Alto will lower Maud S’s
record before the winter is over. He
thinks Sunol good tor a mile in 2:114
and claims nave timed Palo Alto a
quarter of a mile in thirty seconds
a two-miuute gait. This is getting
away with the record at a tearful rate
and if the Senator’s predictions are
true will knock off the calculation oi
a great many horsemen as to the limit
of trotting speed.

old slogan of “Cleveland and reform”
to keep up their courage in 1892.

woods. Cleveland can no doubt dic-
tate the nomination and ensure the
defeat of his party in 1892 as in 1888.
Noone doubts his ability to achiese
this even his republican enemies
will grant him tne retention of so
much power.
The Colorado and other mining re-
gions of the Rooties are kicking
against the mi n on Mexican ore im-
portations. There is bound to be a
kick no matter what the decisions so
let the world wag as it will. The de-
cisiou suits us hereabouts but Mexi-
co seems as yet unmindful of the ben-
efit that decision < outers on her min-
ing interests.

PAN-AMERICA AT WORK.
The delegates to the International
American congress are hard at work
considering the situation and giving
strict attention to the business which
has called them together. The scope
of the work they have undertaken is
indicated by the report of thecommit-
tee on committees which has been or-
dered printed and laid aside for future
consideration. Among the sixteen
committees recommended to be ap-
pointed the following are worthy of
special note and the discussions upon
their appointment will be followed
with interest by the American people
—A committee on customs union to
consider and report a basis for an
American customs union committees
to consider report upon the bestmeans
of extending sad improving transpor-
tation postal and telegraph com-
munication between the several coun-
tries represented in the convention.
A committee on railway transporta-
tion between the said countries a
committee on customs regulations
to consider the best method of sim-
plifying customs regulations in the
several parts of the represented coun-
tries. A committee to report on best
method of securing uniformity of light-
house pilot and other duties and an-
other upon a uniform system of
weights and measures. Committees
were also recommended on the maia-
tainauce of sanitaiy regulations the
protection of patents trademarks and
commercial rights; also for an extra-
dition convention a monetary conven-
tion a committee on general banking
jaw international law and plans tor
arbitration of all differences that may
arise between the countries repre-
sented.
As will be seen by this outline the
delegates to this all American con-
gress have entered very deeply into
the spirit of such a commercial union
as will if perfected cement the sever-
al republics of this continent
into one great commercial feder-
ation. As Secretary Blaine sits
at the head of the long table
around which are seated the delegates
of the several represented states and
nations it must be with a feeling <f
no small gratulation that he surveys
the scene. The dream of an Ameri-
can continent commercially one
through all its national divisions a
dream which has haunted all his
riper years and to the realization of
which he has devoted the vast ener-
gies of his mind a dream whose ac-
complishment would be the crowning
glory of his statesmanship and stamp
him the American par excellence of
his generation—this dream is about
to be realized. To see around him
the representatives of those nations
which make the sum total of the two
Americas assemble tor the express
purpose of giving voice and potency
to this grand dream of his riper man-
lier years may well cause the bean
of Mr. Blaine to swell with exulta-
tion. It is true the labors of the con
vention have not been completed they
can scarcely be said to have begun but
it is no small thing that the
aicredited delegates of these nations
are now assembled in the capital m
this great republic to devise w»ii
and means whereby this dream of
the secretary of state may he made a
reality and the Munroe doctrine tie
given an application far trauscendin '
the wildest imaginings of the great
- atesman who first enunciated it

ties that lie between this beginning
and that ending so pregnant with
consequence to this nation it be
comes us to take a hopeful view » f
the situation and in the full belie
that there is iutenseet meaning in
this commercial congress at Wash-
ington give every aid and encourage-
ment to the furtherance of its object.
It is the hour of a supreme opportun-
ity for tins country and she is to be
congratulated that the deliberations
of this body are to be presided over
by so broad-minded and truly Ameri
