MEXICAN REPROCITY.
The idea that this republican ad-
ministration is inimical to reciprocal
trade relatione with Mexico because
the party of protection is not well
founded. That there is a growing
sentiment in favor of reciprocity can
not be questioned. Senor Romero in
a recent speech in New York on the
occasion of a banquet to the Spanish
American commercial union placed
the responsibility for this lack of re-
ciprocal trade relations between the
two republics along the Rio Grande
with the United States and perhaps
justlyjso.This country has had onecost-
ly experience with reprocity and at
the time when such a treaty was pro-
posed with Mexico during and after
the Grant administration there was a
decided feeling adverse to any more re-
ations of that kind. Speaking of these
feaures Mr. Romero is of the
opinion that at that time United States
manufacturers were uot desirous ot
extending their trade as they
were not at that time supplying
the home market. This condition
if existing then does net now exist
and during the past ten years a
very’*decided drift in the direc-
tion of Mexican reciprocity has been
question was re-
ceiving the deepest attention of the
Garfield administration at the time it
was suspended by the assassin’s
bullet and bad that statesman
and chief magistrate lived with
James G. Blaine as his secre
tary of state there is no doubt
that trade relations between Mexico
and this country would be on a very
different footing from that which
they present today.
This same question has come to the
front under the administration of
Mr. Harrison and there is no doubt
that at this time there is a stronger
feeling in favor of reciprocal trade re-
lations with Mexico than ever before.
For this change in the sentiment
the country there are reasons. Mex-
ico is better known in the United
States today than at any time
and the relations existing be-
tween the two countries and
the feeling existing between Its peo-
ple~is more cordial than heretofore.
Then again as our manufacturing
plants grow fostered by protective
policies our ability to supply an out-
side demand leads to the desire for
an outside market and Mexico being
the nearest is naturally the most de-
sirable. Not only so: the protection
Sdntimeut of the country is enlarging
to include in its grasp the idea of an
American trade union. The pan-
American congress has done no
little to aid in creating a pub-
lic sentiment among strong pro-
favor of including the
American republics very largely in
our protective policy. It is a mistake
to suppose that protection is a mere
theory. It is an active policy capa-
ble of change and expansion to nit
the best interests of American la bor
and manufacture. It is becoming ap-
parent that a wise movement toward
trade relations with our Spanish
American sisterhood of republics will
be more to the interest of our people
than a close restriction and in the
light of this lact this administration
though protective will be found
favoring more unrestricted trade re-
lations with Mexico.
The Galveston Tribune has for
gotten the injunction to brotherly
love which should rule thedemocratie
household. At least its references
to its democratic contemporary The
News are not very brotherly if tills
is a specimen.
“The News is in no danger of being
sued for over-zeal in advocating any
cause in which Galveston is directly
interested. Too much Galveston
News has well-nigh given this town
over to the ravages of the moss and
rot and all the old and miserable
things on this island to-day are sen-
tinels that tell the story of its stupi-
dity and provoking inactivity. Gal-
veston would be pleased to present
North Texas with the last halt of its
faithless old Gypsy.
