its words with its usual care remarks;
“The Russian czar says that out-
rages in Siberia must stop. But the
American czar shows no disposition
to bring congressional outrages to an
abrupt termination.”
That is the full purport and intent
of the federal election bill Mr. Post to
bring congressional election outrages
to a perpetual end; insure the regis-
tration of every voter so as to prevent
fraud Insure the freedom of every
voter so as to prevent intimidation
and insure the counting of every vote
as cast to insure correct returue. The
outrages will cease in good time. A
little patience will adjust the differ-
ences of opinion on the details and
the result will be a bill that will be-
come a law under whose operations
outrages on congressional candidates
such as Arkansas has been disgraced
with will come to a perpetual end.
The St. Louis Globe Democrat de-
sires to know if enumeration enumer-
ates—When it counts more than the
facts warrant yes; when the returns
are below expectation no.
