exercise, but the leading
force in increasing energy
efficiency is technology. And
keeping up with technology
can not only dampen your
heating bills, but also ease
the pain of those scorching
electric bills that arrive with
the onset of summer air con-
ditioning.
Heating and air condition-
ing equipment purchased
and installed 15 years ago
may use twice the electricity
of today’s energy efficient
equipment. This means you
can make up for the cost of
a new unit with lower utili-
ty bills, and with twice the
efficiency those savings
come sooner rather than
later.

jecting a 15-20% savings in
energy costs if energy sav-
ings plans are implemented.
After that date, the gover-
nor has 20 days to sign or
veto bills. Those bills that
do get signed, unless they
have specific effective
dates, become law on Sept.
1, 2003.
To put the bill-filing
number in perspective,
8,847 pieces of legislation
were filed during the last
session. Of those, 4,631
were enrolled, with 82
vetoed. That was the high-
est number of vetoes in the

place, not a done deal by
any means. Think of a bill
just dropped into the
proverbial hopper as some-
one’s wish list.
Still, newly filed bills are
interesting to read. And
starting soon, a lot of peo-
ple in Austin will make a
living watching these bills
very closely. Some they will
want passed, others they
will wish to have an early
death.
Since prefiling of legisla-
tion began in mid-
November, only a few hun-
dred bills have been filed.
Here’s a semi-random sam-
pling:
Senate Bill 111 by
Gonzalo Barrientos, D-
Austin, is a piece of legisla-
tion that might cause the
late Frank Erwin, the leg-
endarily-powerful chair-
man of the University of.
Texas Board of Regents
back in the 1970s, to return
to life. Barrientos’ bill
would provide for the selec-
tion of a student as a mem-
ber of UT’s board of
regents.
Since the creation of UT
in the early 1880s, mem-
bers of the nine-member
board of regents have been
political heavy hitters, peo-
ple such as Erwin, Lady
Bird Johnson or Tony
Sanchez. Having a student
on the board, while he or
she couldn’t single-handed-
ly make anything happen,
would certainly raise the
interest level of its meet-
ings.
Another interesting mea-
sure is House Bill 206, filed
by Rep. Robert Puente, D-
San Antonio, which would
