Washington, May 3.—Recommenda-
tions that capital ships to be scrapped
under the naval limitation treaty be
disposed of by sale on the stocks in
the case of those under construction,
and by sale for junk or sinking by gun-
fire in the case of completed ships, are
contained in the report of the board
of naval officers appointed to consid-
er ways and means of carrying out
treaty provisions. A preliminary esti-
mate of $70,000,000 as to the cost of
operation is included in their report.
The board recommends that the ship-
ping board battle cruisers Lexington,
under construction at Fort River, Mass.,

overprescribing and supplying liquor

urged that the $70,000,000 be made im-

siderable saving on ships building un-
der contract and to be scrapped could
be made if the terms of settlement
were worked out promptly with the
contractors. It was pointed out at the
navy department, however, that the fig-
ure of $70,000,000 was purely negative.

As to the battle cruisers, the board
says none of the four to be scrapped
is near enough finished to be completed
and launched and that all, four must
be “disassembled or cut up.”
The ship building navy yards are rec-
ommended for sale as they stand tq
private firms for disposition as required
by the treaty, but the board urges that
usable material from all ships, such as
guns, machinery and other equipment,
be reserved for use in the proper ac-
counts.
