Board members discussed the
skills required in the job market
today. Mircovich said the curri-
culum for this program would be
designed to teach students to
read better and do math better
and to apply what is taught in
theory so they can fill out forms
and understand the require-
ments of a job.
He sees the Prep-Tech program
with industry and educators
working together as being able to
accomplish what a small school
district could not do on its own.

Also sources of financing would

tacted and provided data to in-
duce,’ them to begin construction
in Ingleside
••In other council action,
approval was given for a zone
Balusek also briefly addressed
the question of the long proposed
by-passes from Naval Station Ing-
leside. Baek when the new base
was expected to be larger with
more personnel, the state felt an
east and west by-pass would be
needed from the base
“That is not dead,” said
Balusek "It is still on the books
They arejust reanalyzingitdue to
the change at the base.”
welcoming them; and pledging
cooperation.”
I low that cooperation and sup-
port could l)e carried out and at
what costs was the subject of a
memo to the council from City
Manager Steve Fitzgibbon which
was presented Tuesday night
also.
In the memo, Fitzgibbon dealt
with fire, police protection, water
service, solid waste collection,
and other services such as lib-
rary, pool and recreation fields.
Fitzgibbon was careful to point
out the task of alloting charges for
services to the bay could be diffi-
cult as the city would not want to
be accused of “gouging ”, nor
should the city charge less for
service on the bay than what city
residents are paying for the ser-
vices provided by the city

He also pointed out that neith-
er Ingleside-on-the Bay or Ing-
leside had to enter service con-
tracts
“.. any agreements for service
between Ingleside and the newly
incorporated city on the bay will
be between a willing buyer and a
willing seller. If the City of Ing-
leside does not think the Bay is
offering to pay enough for the
value of a service then the City of
Ingleside should not sell it and if
the newly incorporated city feels
the City of Ingleside is overcharg-
ing for a service then they should
not buy it,” wrote Fitzgibbon in
the memo.
Some of the cost figures related
to providing contracted for city
services to the bay included an
annual charge of 816,092 for fire
protection, 817,300 annually for
“According to our figures about
70 percent of the funding for the
project has been spent,” is how
Supervising Resident Engineer
Lester Balusek summed up the
progress being made on Highway
361 from Ingleside to Aransas
Pass.
The 86 3 million project which
is turning the^old two lanes of
Highway 361 for 4.3 miles into a
five lane roadway still has an ex-
pected completion date of Spring
1992, said Balusek
Work along the west side to
install a curb and gutter system
has progressed almost up to the
edge of Aransas Pass at DeBerry
Street
Balusek said the next step
would be to line the base and put
down a surface on the west side so
that it can be opened up to traffic
all the way from Ingleside to Aran-
sas Pass. Currently only a section
is open.
Work in downtown Ingleside
continues. "I have asked them
several times to complete that
section first,” said Balusek But
he added the contractor wanted

Water and solid waste services
were also addressed with it being
suggested the city sell to the new
city its water distribution system,
and the city get out of its BFI
contract for solid waste collection
on the bay and have the bay deal
directly with BFI for continued
services.
On the topic of water service,
Fitzgibbon tried to lay to rest a
rumor the city was going to stop
supplying water to the bay.
“...rumors that the City of Ing-
leside is planning to stop provid-
ing water service to the newly
incorporated city on the bay are
totally inaccurate,” said Fitz-
gibbon.

Mircovich said educators could
not take the credit as they have
been pushed by the public. He
said this program would give stu-
dents hands on, workday experi-
ence where they can apply phy-
sics and geometry as they are
learning them.
He explained that students
have different learning styles,
some learning well from books,
others from doing. He believes
that the program would benefit
not just a few students but as
many as 70 percent of the student
body.
Mircovich said industry will
come in and help, with Del Mar
College taking the lead. Among
those cooperating at this time, he
said are Aker Gulf Marine Fabri-
