You may think I’m in a rut,
writing about the Russian satell-
ite for the third week in a row,
and I may be, although if I am

Texas are dependent in large mea-
sure upon the assurance of a plen-
tiful water supply for all time to
come. The voters of the State will
soon have an opportunity to ex
press their opinion concerning a
proposed constitutional amendment
which is quite pertinent to this
problem.
The recent Fifty-fifth Legislature
recognized the need for flood con-
trol as well as the assurance of
an adequate future water supply.
For those reasons they voted to
propose an amendment to the Tex-
as Constitution which, if approved
by voters in a special election to
be held November 5, 1957, would
authorize the creation of a body
to be known as the "Texas Water
Development Board."
This Board, if created, would
have authority to issue and sell
general obligation bonds of the
State of Texas in an amount not to
exceed $100,000,000. If more funds
should be required at some later
date, tne Legislature would be au-
thorized to provide for the issu-
ance and sale of an additional $100,
000.000 in bonds. A two-thirds vote
of the Legislature would be re-
quired for his authorization.
Proceeds from the sale of the
bonds could not be expanded dir-
ectly nor given away, but could
be loaned to various government-
al authorities for certain authori-
zed purposes. Eligible borrowers
would include cities, counties, riv-
er authorities, conservation and
reclamation districts, and inter-
state compact commissions.
